Poverty and Family Employment Status
Author: Barnet Wagman

Book Description
The overall U.S. poverty rate has been fairly stable since 1980. However, looking at the poverty rate for subsets of the population yields a quite different stories. In this paper, we look at poverty rates for families disaggregated by employment status. To test for trends, we construct an absolute poverty measure (APM) which is more appropriate for this purpose than existing poverty measures. Using the APM, we examine the poverty rate for different family employment statuses and find differing trends. In particular, we find that the poverty rate decreased for retired families while it increased for fully employed families. Trends in poverty rates are primarily driven by changes in wage income and in government support programs.
