C) La creación de una carta específica de derechos humanos de las mujeres con la promulgación y entrada en vigencia de la "Convención sobre la eliminación de todas las formas de discriminación contra las mujeres", CEDAW y la legitimación de la existencia de los derechos humanos de las mujeres como una visión enriquecedora de la doctrina internacional de los derechos humanos, lo cual se logró con l. [...] Después de la creación de las Naciones Unidas y la instalación de la Comisión de la Condición Social y Jurídica de la Mujer, en ese organismo el tema cobró gran impulso, en conexión, principal pero no exclusivamente, con el debate en torno a la brecha existente entre la igualdad de derecho o de jure, consagrada en los instrumentos fundamentales de derechos humanos y en la mayoría de las Constituci. [...] A consecuencia de la juventud que para entonces tenía la Convención CEDAW, el tema de la brecha entre la igualdad de hecho y de derecho, se volvió a plantear con gran vigor en la Tercera Conferencia Internacional de la Mujer en 1985 y a partir de 1987 el debate se intensificó en parte gracias a que, durante su XXXIo Periodo de Sesiones, la Comisión de la Condición Jurídica y Social de la Mujer (CS. [...] La existencia de numerosos planes de Igualdad de Oportunidades, en gran parte a consecuencia de la influencia de los Planes de la Comunidad Europea y los planes de varias autonomías españolas, han servido para mostrar la necesidad de contar con soportes legales más completos y explícitos respecto a la igualdad, mas allá de lo que consagra la Constitución, a fin, entre otros mejores propósitos de v. [...] Cuando la Ley de Igualdad de Oportunidades vigente y que estamos comentando se aprobó en 1993, el concepto de Igualdad de Oportunidades había cobrado gran relevancia y era muy popular especialmente por la influencia de los Planes de Igualdad de Oportunidades que comenzaban a fluir desde muchos organismos de la Mujer de España y de nuestra región.
