A modified Delphi panel of 11 individuals identified several key trends and events as having the most impact on police corruption in California by the year 2000 and proposed a strategic management plan that focuses on prevention of corruption and enforcement of standards. Five trends were identified as having an impact on police corruption: level of supervision quality, level of hiring standards, level of job satisfaction among police officers, level of self-interest, and level of positive police/public relations. The key events identified include: mandatory ethics training for police officers, integrity tests instituted statewide, creation of an office of special prosecutor, a California state license requirement for police officers, and drug decriminalization. The media panel response forecasted that all trends would fail to realize the desired level for a decade from now. Every event except drug decriminalization was forecasted to have at least a 50-percent chance of occurring by 1995. No obstacles to the strategic management plan are anticipated that would preclude implementation given a sound transition plan.

This study proposes a long-range plan for a proactive addressing of police corruption and the enhancement of police integrity in California by the year 2000. The study first considers the past and present trends and events that have contributed to the existing concern about police integrity in California. Future possibilities regarding this issue are also projected. The analysis considers how a society where 53 percent of a random sample report willingness to commit an illegal investment transaction influences police. It also assesses the impact of that police faction that is willing to bend the law and deceive authorities to get a known felon off the streets. The strengths, weaknesses, threats, and opportunities known and anticipated for law enforcement are considered in the development of four strategies. These strategies address training, values communication, internal investigations, and drug abuse as they pertain to the issue of police integrity. Stakeholders who would impact or be impacted by the implementation of these strategies are identified, and assumptions are made regarding their probable reactions. A proactive approach to the problem is suggested through a transition organizational structure, management framework, and follow-up mechanisms.

This futures study was designed to help California police agencies develop crime prevention programs that will be appropriate in the year 2000. The study consists of three parts: a futures study on the external influence upon crime prevention programs of large California police departments by the year 2000; a model strategic plan; a transition management plan for large police departments. Literature search, interviews and nominal group forecast five trends: private communities formed for safe neighborhoods, government funding of crime prevention, ethnic advisory committees, private industry funding crime prevention, and Neighborhood Watch groups patrolling neighborhoods. High probability events were: consolidation of City/County government, taxes levied for crime prevention, school/community/business/police unity, and community advisory board and educational programs in schools, community and businesses to reduce serious crimes. Scenarios were developed. The model strategic plan includes generic concepts and specific implementation systems.
