Resultados de la investigación social sobre la realidad de las personas con discapacidad y sus familias en Latinoamérica, llevada a cabo por encargo de la Secretaría de Estado de Servicios Sociales, Familias y Discapacidad del Ministerio de Trabajo y Asuntos Sociales de España, la Fundación ONCE para la Solidaridad con Personas Ciegas de América Latina (FOAL) y el propio CERMI. La investigación se centra en la última década, en los avances que se han dado para situar a la discapacidad en el lugar que le corresponde: la esfera de los derechos humanos. Comienza con sendos estudios sobre la terminología asociada y sobre el marco normativa. Se estima que el 15 por ciento de la población mundial tiene una discapacidad. Existe un vínculo directo entre pobreza y discapacidad. La población con discapacidad se encuentra entre la más desaventajada y discriminada. Sin embargo, las teorías económicas sobre desarrollo han omitido cuestiones esenciales sobre esta población, contribuyendo a su invisibilidad y pobreza. La teoría de las capacidades desde un Enfoque basado en los Derechos Humanos nos proporciona una nueva dimensión del desarrollo. Los costes extraordinarios derivados de la discapacidad y de las barreras psicológicas, físicas y sociales a las que se enfrentan las personas con discapacidad contribuyen a su pobreza, falta de libertad y vulneración de derechos humanos, y así se evidencia en los diferentes estudios llevados a cabo. Teniendo en cuenta todo este contexto, el vínculo entre la discapacidad y la pobreza están en el centro de este trabajo. Esta investigación se inicia desde la asunción de que sin inclusión no hay desarrollo y a este respecto las personas con discapacidad no se incluyen en las estadísticas y han sido olvidadas en las teorías, políticas y acciones de desarrollo. La investigación parte de la hipótesis de que la política de cooperación española no aplica el concepto de desarrollo inclusivo en lo que se refiere a las personas con discapacidad. A este respecto se abordan tres cuestiones centrales. La primera es ¿cuáles son las causas de la pobreza de las personas con discapacidad? Las personas con discapacidad no se han tenido en cuenta en la conceptualización de la pobreza a pesar de formar parte del porcentaje de población más pobre. La respuesta a este interrogante resulta esencial porque la manera de abordar la futura acción en materia de desarrollo dependerá en gran medida de lo contestado. El desarrollo de la tesis está dividido en tres partes. La primera parte analiza las realidades de la discapacidad, la pobreza y el desarrollo y pretende establecer los vínculos existentes entre ellos. Esta parte tiene el propósito de aportar fundamentos suficientes para vincular la existencia de la pobreza con la falta de cumplimiento de los derechos humanos de las personas con discapacidad. La segunda parte estudia cómo se ha incluido la discapacidad de forma horizontal en la política española de cooperación internacional, analizando las distintas dimensiones, y evaluando cuál ha sido el impacto final de sus distintas actuaciones. En la tercera parte de esta tesis se profundiza de manera complementaria en la acción específica de la cooperación española centrándose en las acciones realizadas en Oriente Medio en materia de discapacidad, evaluándose los principales Convenios celebrados por la cooperación para el desarrollo. Para finalizar, se exponen las conclusiones de la tesis que, basándose en el marco teórico establecido en la primera parte sobre lo que es la discapacidad, y su relación con la pobreza y el desarrollo, lo vincula con los resultados de la evaluación integral de la política española de cooperación internacional en relación con la discapacidad, haciendo hincapié en que para que el desarrollo se produzca debe haber inclusión y está sólo se puede lograr si las acciones son tanto horizontales como específicas. Todo ello teniendo en cuenta el principio fundamental de la Convención sobre los Derechos de las Personas con Discapacidad: Nada para las personas con discapacidad, sin las personas con discapacidad (Lema del Movimiento Asociativo de las Personas con Discapacidad).
