The book tackles the problem of poverty and inequality in Latin America through the novel approach of using the decentralization of government functions to satisfy the basic needs of the poor. Decentralization can bring government closer to the people and strengthen the voice of the voiceless. Satisfying basic needs for services such as education and health care enhances productivity and imparts an indispensable opportunity to earn an income sufficient to emerge from poverty and to live a full life. Part 1 describes the poverty and inequality of Latin America and the Basic Needs Approach to Development. Part 2 introduces a model of decentralization as a step-by-step process, and it shows the policymaker how to implement decentralization in stages through matching its various degrees with real-world circumstances. Part 3 enriches the understanding of policymakers by analyzing real-world cases of decentralization in light of the decentralization model. The second edition includes two new chapters that cover the important but often neglected topic of taxation for inclusive development. Chapter 8 analyzes the influential tax advice of the World Bank in terms of its effect on decentralization and the satisfaction of basic needs. Appendix B of Chapter 8 presents an empirical analysis in support of the chapter’s argument that the Bank’s policy is in need of revision. Chapter 9 analyzes the effects of the World Bank’s tax advice on El Salvador’s tax reform and development process. The first tourist destinations were primarily consolidated in the early twentieth century. Since then, tourism has undergone significant changes in its economic and social components. Over time, many of these destinations have now come to represent 'mass tourism' and are the subject of many studies on the impacts of tourism and competitiveness policies. The conclusions of these studies point to the need for new perspectives and strategies ranging from adaptation to new contexts to a radical change in targets. Concepts such as 'sustainability', 'nature', 'biodiversity' or 'climate change' have now been added to the tourism industry with varying degrees of knowledge and skill. These offer a great opportunity to improve a model of tourism previously oriented towards business and the institutional rhetoric of "sustainability" – a fact now recognised by tourists as representing the negative effects of conventional tourism.Management of these innovations should include among its aims environmental education and orient visitors towards awareness and respect for sustainability even outside their leisure time. To this end, the tourist needs to be made aware of all those involved and their commitment to managing the destination, as enjoying the territory should be based upon minimising the socio-ecological impacts of tourism, and on motivating nature conservation and participation of local populations in both these goals, as well as in the economic benefits obtained. Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Decentralization is accepted as one of the defining features of the third wave of democratic transitions in Latin America and commonly understood as an index and an agent of democratization. This rather optimistic perspective is inherent in the literature which is dominated by two theories. The liberal-individualist approach, especially as advocated by the World Bank, promotes decentralization policies on the premise of their efficiency, equity, and responsiveness to local demands. Similarly, the statist approach claims that decentralization can be the route to greater accountability, transparency and participation in governance; they add that this path should be guided by political elites and institutions. These dominant views nevertheless understate the extent to which certain decentralization policies have been implemented in lockstep with neoliberalization. This book examines the relationship between global economic processes and decentralization. It argues that through decentralization policies, the imperatives of neoliberal rules of competitiveness have been diffused into local governments and economies, generating different local development models. Whether decentralization produces democratic opening at the local level is contingent on how the local economy is integrated into global economic processes, and which social and economic groups are empowered, and disempowered, in that transition.

This volume explores several issues pertinent to the history of the cross-border region between Mexico, Guatemala and Belize from new explanatory approaches in order to reflect on a history and a reality that are shared by three neighbouring societies, emphasizing the actors and local practices that shape cross-border dynamics. This analysis is contributed by eight specialists who study aspects that are fundamental to our understanding of a process involving various persons and institutions in a specific space. Dynamics and Conflicts in a Cross-Border Region addresses an issue of current relevance through studies that focus on the problems inhabitants of the region have faced over the years: the realities of a porous border; the existence of family, trade and cultural ties that surpass the administrative limits negotiated by the states late in the 19th century; the impact of the internal conflicts of neighbour countries in the border space; experiences of exile and refuge at the border and the violence they entail; the role of local authorities in managing regional problems; the pending task of cross-border territorial organization; the efforts of local institutions to promote regional development; and the presence of phenomena like contraband, drug trafficking, organized crime and human trafficking in an increasingly complex and challenging space. This provides a way to use the region’s history as a springboard for conceiving of mechanisms by which we can together face the challenges presented today to the inhabitants of the cross-border region between Mexico, Guatemala and Belize.
