Book Description
This is the first comprehensive study of performance funding of public colleges and universities, which directly ties some state allocations to institutional results on designated indicators. The book examines performance funding as a national phenomenon, identifying the champions and critics of the program, the arguments for and against its adoption, the most common performance measures used for funding, the characteristics that separate stable from unstable initiatives, and the inherent possibilities and problems. The authors include case studies of performance funding in Tennessee, Missouri, Florida, Ohio, and South Carolina, and explore the reasons why Arkansas, Colorado, Kentucky, and Minnesota first adopted and later abandoned their programs. They examine problems with performance funding, such as the reluctance of the academic community to agree on reasonable goals for undergraduate education or the failure to apply performance funding to the academic departments that are mostly responsible for institutional results on many of the performance indicators. The contributors conclude that although the future of performance funding remains cloudy, one aspect is becoming clear—taxpayers are unlikely to continue to accept the proposition that performance should count in all endeavors except state funding for higher education. Contributors include E. Grady Brogue, Joseph C. Burke, Juan C. Copa, Patrick Dallet, Terri Lessard, Gary Moden, Dr. Robert B. Stein, Michael Williford, and David J. Wright.

Book Description
In 1997, the Massachusetts Board of Higher Education was mandated by statute to develop a performance measurement system for the state and community colleges. The University of Massachusetts was directed to develop a similar system for its campuses. The statute further directed the Board to submit to the Governor and the General Court an annual performance report, detailing the performance of each community and state college on eight accountability objectives. The University of Massachusetts is required to submit a report on its performance. This accountability report has five primary components: (1) An overview of the public higher education system; (2) A description of the performance measurement system; (3) A performance profile of the state and community colleges; (4) Performance Assessment Summary Reports on each state and community college; and (5) Appendices comprising data tables for all indicators.

Book Description
The need for a comprehensive volume that reviews both the processes and issues involved in developing, administering, and validating large-scale assessment programs has never been greater. These programs are used for many purposes, including instructional program evaluation, promotion, certification, graduation, and accountability. One of the greatest problems we face is how to deal with special needs and bilingual populations. Examining these processes and issues is the mission of this book. It is organized into the following five sections: Introduction, Validity Issues, Technical Issues, Implementation Issues, and Epilogue. Each chapter follows a common structure: Overview of critical issues, review of relevant research, descriptions of current assessment methodologies, and recommendations for the future research and practice. Written by nationally recognized scholars,Large-Scale Assessment Programs for All Students: Validity, Technical Adequacy, and Implementation will appeal to anyone seriously involved in large scale testing, including educators, policymakers, testing company personnel, and researchers in education, psychology, and public policy.
