Book Description
This handbook establishes the quality and level of cost and schedule management services to be provided during the planning, design and construction phases of projects. Whether delivered by in-house or contracted resources, this HB defines the deliverables expected, strategies to ensure effective budget development and within budget/within scope/within schedule project delivery meeting all associated statutes, Executive Orders, directives and other associated criteria. The scope of the handbook is to provide new policy and criteria defining an integrated cost management process that will be followed throughout the project planning and execution process at PBS, including cost management (cost planning and cost estimating) and schedule management (schedule planning, master scheduling), including risk analysis, claims analysis and value management across PBS. The criteria defines the policies, practices and processes to be used in managing the total life cycle cost throughout the planning, design, construction and maintenance phases within the entire PBS owned and leased portfolio. The overarching goal of the document is to ensure cohesive, seamless policies and procedures that must be followed in practicing cost and schedule management throughout the full life cycle of all PBS design, construction and construction-related building maintenance / repair projects and programs across PBS.Includes scheduling policy not previously addressed. Includes policy for Value Engineering addressing OMB Circular A-131 Dec 2013. Adjust the threshold for considering Value Engineering from $1 million to $5 million. Value Engineering is now required for performance-based specification services, including design-build. Why buy a book you can download for free? First you gotta find it and make sure it''s the latest version, not always easy. Then you gotta print it using a network printer you share with 100 other people - and its outta paper - and the toner is low (take out the toner cartridge, shake it, then put it back). If it''s just 10 pages, no problem, but if it''s a 250-page book, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. An engineer that''s paid $75 an hour has to do this himself (who has assistant''s anymore?). If you are paid more than $10 an hour and use an ink jet printer, buying this book will save you money. It''s much more cost-effective to just order the latest version from Amazon.com This public domain material is published by 4th Watch Books. Book Description
If you like this book (or the Kindle version), please leave positive review. The PBS-P100, "Facilities Standards for the Public Buildings Service," is GSA's mandatory facilities standard. It applies to design and construction of new federal facilities, major repairs and alterations of existing buildings, and lease construction facilities that GSA intends to own or has the option to own (Design Excellence in Leasing). P100 users span the entire spectrum of building professional disciplines, and the P100 informs and regulates decisions made throughout a project's life. This edition of the P100 updates the document's substantial transformation from a prescriptive standard to one that contains both performance-based and prescriptive requirements. A large portion of the standard specifies levels of performance, which allows a design team and GSA's other professional partners to identify and implement the best strategies to meet those goals.Four levels of performance are defined throughout the P100 in matrices, in which "baseline" performance (plus all prescriptive requirements) is the lowest permissible level, and it is generally commensurate with the standards of the P100 published in 2010. The three higher-performance levels are more rigorous and voluntary. Each project may implement any combination of performance levels, in order to prioritize performance opportunities that stem from climate, site, program, mandates, and other conditions. Metrics will validate performance goals at various phases of design and construction through total building commissioning. This public domain material was published by Mr. Luis Ayala, former Director of Property Development, GSA Region 7. Book Description
The GSA Federal Child Care Center Design Guide contains criteria for planning and designing child care centers in GSA-owned or controlled spaces. It is intended for use in developing future centers and expanding or renovating existing ones. Furthermore, it aims not only to specify design criteria but also to explain the rationale for the criteria in order to enhance professional judgment. The criteria contained in the Guide establish the baseline levels of features and finishes to be provided in all GSA centers. The Guide also identifies desired or allowable design features. The objective of the Guide is to promote centers that are child-oriented, developmentally appropriate, beautiful, environmentally sensitive, health promoting and functional. The designer needs to be aware that a child may be in a center up to 12,500 hours if he or she starts as an infant and continues until entering school. Because children spend such long hours at the center, the design of their spaces is especially critical. The design effort must allow for, and be sensitive to, the differences in space attributes for children and those for adults as well as the differences in space usage by the children in different age groups. Information about the characteristics and activities of the children is included to provide rationale for aspects of design. The requirements and recommendations set forth in the Guide are aimed at establishing optimal design; though, specific maximum or minimum requirements are stated when appropriate. U.S. Courts Design Guide (2007) and the complimentary document the Standard Level Features and Finishes for U.S. Courts Facilities (1996) The standards in this edition of the U.S. Courts Design Guide (USCDG) are applicable to the design and construction of new buildings and annexes; all new leases; and repair and alteration projects in which new space, including courtrooms and chambers, is planned for an entire court unit. This book includes the complementary document to the United States Courts Design Guide, the Standard Level Features and Finishes for U.S. Courts Facilities (Revised March 1996). This document establishes the baseline standard level of features and finishes for U.S. Courts facilities that are funded by the General Services Administration (GSA). It serves to clarify court planning and design issues in the USCDG based on GSA''s policies. Why buy a book you can download for free? Book Description
NIST SP 800-18 R 1 February 2006 The objective of system security planning is to improve protection of information system resources. All federal systems have some level of sensitivity and require protection as part of good management practice. The protection of a system must be documented in a system security plan. The purpose of the system security plan is to provide an overview of the security requirements of the system and describe the controls in place or planned for meeting those requirements. The system security plan also delineates responsibilities and expected behavior of all individuals who access the system. The system security plan should be viewed as documentation of the structured process of planning adequate, cost-effective security protection for a system. It should reflect input from various managers with responsibilities concerning the system, including information owners, the system owner, and the senior agency information security officer (SAISO). Additional information may be included in the basic plan and the structure and format organized according to agency needs, so long as the major sections described in this document are adequately covered and readily identifiable. Book Description
NIST SP 800-60 August 2008 This guideline has been developed to assist Federal government agencies to categorize information and information systems. The guideline's objective is to facilitate application of appropriate levels of information security according to a range of levels of impact or consequences that might result from the unauthorized disclosure, modification, or use of the information or information system. This document includes two volumes, a basic guideline and a volume of appendices. Users should review the guidelines provided in Volume I, then refer to only that specific material from the appendices that applies to their own systems and applications. The provisional impact assignments are provided in Volume II, Appendix C and D. The basis employed in this guideline for the identification of information types is the Office of Management and Budget's Federal Enterprise Architecture (FEA) Program Management Office (PMO) October 2007 publication, The Consolidated Reference Model Document.
