This paper reviews the performance of the UK's flexible inflation targeting framework against the internationally-accepted monetary policy objective of price stability, a pre-requisite to longer-term growth and macroeconomic stability. Chapters cover the historical and international context, monetary policy frameworks and monetary policy instruments. The paper gives the Monetary Policy Committee's revised remit at Budget 2013. The Government has retained a flexible inflation target framework. The inflation target of 2 per cent, as measured by the 12-month increase in the Consumer Prices Index, is re-affirmed. The remit has been updated to clarify the trade-offs that are involved in setting monetary policy to meet a forward-looking inflation target, and in forming and communicating its judgements the MPC should promote understanding of these trade-offs. The remit continues to require an exchange of open letters between the Governor of the Bank of England and the Chancellor of the Exchequer if inflation moves away from the target by more than 1 percentage point in either direction. The open letter from the Governor should now be sent alongside the minutes of the MPC meeting that followed the publication of the CPI data. The remit requests that the MPC provides in its August 2013 inflation report an assessment of the merits of using intermediate thresholds - policy commitments conditional on future economic developments. The remit also reflects the Government's intention that the frameworks for monetary policy and macro-prudential policy, operated by the MPC and FPC of the Bank of England respectively, should be coordinated.

Rebuilding societies where conflict has occurred is rarely a simple process. Where conflict has been accompanied by gross and systematic violations of human rights, the procedure becomes very controversial. The traditional debate on "transitional justice" sought to balance justice, truth, accountability, peace, and stability. The appearance of impunity for past crimes undermines confidence in new democratic structures and casts doubt upon commitments to human rights. Yet the need to consolidate peace sometimes resulted in reluctance on the part of authorities --both local and international --to confront suspected perpetrators of human rights violations, especially when they are a part of a peace process. Experience in many regions of the world therefore suggested a tradeoff between peace and justice. But that is changing. A proposal for a fully post-phrenological neuroscience that details the evolutionary roots of functional diversity in brain regions and networks. The computer analogy of the mind has been as widely adopted in contemporary cognitive neuroscience as was the analogy of the brain as a collection of organs in phrenology. Just as the phrenologist would insist that each organ must have its particular function, so contemporary cognitive neuroscience is committed to the notion that each brain region must have its fundamental computation. In After Phrenology, Michael Anderson argues that to achieve a fully post-phrenological science of the brain, we need to reassess this commitment and devise an alternate, neuroscientifically grounded taxonomy of mental function. Anderson contends that the cognitive roles played by each region of the brain are highly various, reflecting different neural partnerships established under different circumstances. He proposes quantifying the functional properties of neural assemblies in terms of their dispositional tendencies rather than their computational or information-processing operations. Exploring larger-scale issues, and drawing on evidence from embodied cognition, Anderson develops a picture of thinking rooted in the exploitation and extension of our early-evolving capacity for iterated interaction with the world. He argues that the multidimensional approach to the brain he describes offers a much better fit for these findings, and a more promising road toward a unified science of minded organisms.

Political violence does not end with the last death. A common feature of mass murder has been the attempt at destroying any memory of victims, with the aim of eliminating them from history. Perpetrators seek not only to eliminate a perceived threat, but also to eradicate any possibility of alternate, competing social and national histories. In his timely and important book, Unchopping a Tree, Ernesto Verdeja develops a critical justification for why transitional justice works. He asks, “What is the balance between punishment and forgiveness?
