Le présent guide d'application des normes ASTM pour la préparation de budget de construction et contrôle des coûts lors de la conception est basé sur l'expérience de l'auteur et à partir de pratiques reconnues élaborer par consensus par l'industrie. Il décrit une approche normalisée et structurée dans l'élaboration d'estimation conceptuelle. Ceci permettra à l'estimateur de réduire les contingences et les allocations, et de présenter une estimation beaucoup plus précise avec une probabilité faible de dépassement du budget...Ce guide est conçu à l'intention des estimateurs, des architectes, des ingénieurs, des planificateurs, des gestionnaires de projet, des propriétaires d'immeubles et des entrepreneurs en construction. The effective use of educational assessments is fundamental to improving learning. However, effective use does not refer only to the technical parameters or statistical methodologies. Learning assessments in use todaywhether large-scale or household surveys or hybrid (smaller, quicker, cheaper or SQC)have varied uses and purposes. The present volume provides a review of learning assessments, their status in terms of the empirical knowledge base, and some new ideas for improving their effectiveness, particularly for those children most in need. It is argued here that SQC learning assessments have the potential to enhance educational accountability, increase transparency, and support a greater engagement of stakeholders with an interest in improving learning. Most women who die from cervical cancer, particularly in developing countries, are in the prime of their life. Health and social care in every system and in every country is labour intensive, and must be oriented to people's needs if it is to be effective. It is now widely recognized that human resources for health (HRH) are a key enabler for the attainment of universal health coverage, and for the achievement of Sustainable Development Goal (SDG) 3 - Ensure healthy lives and promote well-being for all at all ages. As is stressed in the Global Strategy on Human Resources for Health: Workforce 2030, there can be no viable national, or global, health system without an effective health workforce. The Global Strategy, adopted at the Sixty-ninth World Health Assembly in May 2016, challenges the erroneous narrative of health workers as a unit of cost in the production of health. The evidence instead presents an intersectoral agenda on the pre-condition of equitable access to health workers in the attainment of universal health coverage, along with a dynamic labour market understanding of the substantive impact on education, employment, jobs and innovation in the health and social care economy. The Global Strategy, therefore, enables governments and other relevant stakeholders to adopt a holistic, rather than fragmented, approach to ensuring that the health workforce contributes both to improved health and to broader socioeconomic development.

In any policy arena, the crafting of effective policy depends on the quality of the information infrastructure that is available to the participants in that arena. Such an information infrastructure is designed, developed, and managed as a critical element in policy formulation and implementation. While various attempts have been made to map the extent of the existing cultural policy information infrastructure in the United States, no structured attempt has been made to conduct a cross-national analysis intended to draw on the more highly developed models already in operation elsewhere.A cross-national comparative look provides valuable information on how this infrastructure has evolved, on what has succeeded and what has had less success, on what is sustainable and what is not, and on how the range of interests of the various individuals and institutions involved in the cultural policy arena can best be accommodated through careful design of the information infrastructure.In Informing Cultural Policy, international cultural policy scholar and researcher J. Mark Schuster relates the findings of a study that took him from North America to Europe to gain understanding of the cultural policy information infrastructure in place abroad. His findings are structured into a taxonomy that organizes the array of research and information models operating throughout the world into a logical framework for understanding how the myriad cultural agencies collect, analyze, and disseminate cultural policy data.
