Book Description
Available online: https://pub.norden.org/temanord2023-522/ Environmental permitting procedures have been in the focus of the public debate in all the Nordic countries for some years, leading us to perform a study comparing the decision-making procedures in the five Nordic countries. We focused on two scenarios for starting and changing industrial activities. First, we describe environmental law, the permit procedure and system for supervision and enforcement in each country. Thereafter, highlights are presented from two workshops with representatives from the administrations and different stakeholders in our countries. The discussion focuses on whether the environmental permitting systems are integrated or divided into different procedures, case processing time, time limited or 'eternal' permits, changes in given permits and the relation between the permitting body and the supervising and enforcing authorities of the regulation in given permits.

Book Description
Recently, the Nordic countries have experienced a rapid growth in numbers of visitors. At some popular nature attractions this has resulted in crowding, environmental damage, costly rescue operations and overload on public infrastructure. Implementation of economic policy instruments have hence been suggested to secure a more sustainable development. While the applicability of e.g. entrance fees is restricted by the public rights of access, economic instruments tend to represent short-sighted solutions. Sustainable development requires holistic policies, which take environmental, social and economic aspects into consideration in a long-term perspective. To achieve a more sustainable development of tourism, it is suggested that a limited use of economic instrument should take place in combination with adaptive management strategies and available legal and administrative instruments.

Book Description
Available online: https://pub.norden.org/temanord2021-506/ The project uncovers municipal incentives for meeting national targets for preservation of existing (or establishment of new) nature areas in spatial planning and land management, and pinpoint possible discrepancies between the national targets and local incentives, through case studies that present insights on how the municipalities in the Nordic countries take biodiversity, cultural aspects and outdoor activities into account in their spatial planning. The cases cover varying themes and conflicts between interests and provides an overview of different considerations that are at stake when planning and balancing land use. Through a mapping of different strategies and policy instruments affecting land use planning, PlanMiljø have compiled recommendations on how to improve the process of land use planning to avoid conflicts between stakeholders.

Book Description
Natural and cultural heritage represent key assets that deliver different kind of benefits to citizens in the Nordic countries. This report illustrates the economic values at stake and discusses the important and inevitable key trade-offs facing decision-makers charged with managing these assests. The report has three goals: to briefly describe existing conservation measures in the Nordic countries, to illustrate the type and magnitude of economic values generated by these measures, and to discuss key trade-offs and policy implications arising from the selection of measures, which lead to welfare impacts depending on the level of human use. The valuation studies reviewed in the report demonstrate real economic values associated with the experiences that natural and cultural heritage provides both in terms of increased welfare and regional economic impacts.
