This Selected Issues paper discusses promotion of economic transformation in Nigeria. Nigeria’s long-term potential is keyed on promoting economic transformation. This implies taking stock of initial conditions, assessing long-term financing capacity, and evaluating the policies and reforms to be implemented to meet the long term vision. The recent fall in prices has highlighted the challenging but compelling need to address remaining development challenges. This paper discusses some of these development imperatives including current regional disparities and ongoing policy initiatives, capacity to finance infrastructure needs, promoting domestic saving through developing financial inclusion, and the opportunity cost of quasi-fiscal activities.

This paper presents a simple structural model of inflation adapted for Nigeria based on the methodology of Berg, Karam, and Laxton. This approach allows different policy options to be considered systematically in a baseline forecasting exercise. The development and calibration of this model are ongoing. The consolidation of the banking system has transformed Nigeria's financial system and created opportunities for financial institutions and market participants; but, it also poses challenges for financial stability. Efforts must therefore be stepped up to strengthen supervision and regulatory interventions.

This Selected Issues paper presents an external stability assessment on Niger. Niger’s current account balance deteriorated in 2013, mostly on account of higher food and capital goods imports. The deficit is expected to widen further in 2014–15, mainly driven by large investment in the extractive industry and basic infrastructure. The current account is projected to gradually improve from 2016 as important projects in infrastructure will come to end, the oil and mining sectors come on stream and public and private savings increase. Although aid and foreign direct investments are the main sources of external financing, external borrowing–mainly on concessional terms–has increased significantly.
