This book grew out of the CHAPS program. Few know of the dramatic events that took place here or the complex history of ethnic tensions and international intrigue and the clash of colorful characters that marked the unfolding and aftermath of the Civil War in the Lone Star State. To understand the American Civil War in Texas also requires an understanding of the history of Mexico. The Civil War on the Rio Grande focuses on the region’s forced annexation from Mexico in 1848 through the Civil War and Reconstruction. In a very real sense, the Lower Rio Grande Valley was a microcosm not only of the United States but also of increasing globalization as revealed by the intersections of races, cultures, economic forces, historical dynamics, and individual destinies. As a companion to Blue and Gray on the Border: The Rio Grande Valley Civil War Trail, this volume provides the scholarly backbone to a larger public history project exploring three decades of ethnic conflict, shifting international alliances, and competing economic proxies at the border. Clandestine Crossings delivers an in-depth description and analysis of the experiences of working-class Mexican migrants at the beginning of the twenty-first century as they enter the United States surreptitiously with the help of paid guides known as coyotes. Drawing on ethnographic observations of crossing conditions in the borderlands of South Texas, as well as interviews with migrants, coyotes, and border officials, Spener details how migrants and coyotes work together to evade apprehension by U.S. law enforcement authorities as they cross the border. In so doing, he seeks to dispel many of the myths that misinform public debate about undocumented immigration to the United States. The hiring of a coyote, Spener argues, is one of the principal strategies that Mexican migrants have developed in response to intensified U.S. border enforcement. Although this strategy is typically portrayed in the press as a sinister organized-crime phenomenon, Spener argues that it is better understood as the resistance of working-class Mexicans to an economic model and set of immigration policies in North America that increasingly resemble an apartheid system. In the absence of adequate employment opportunities in Mexico and legal mechanisms for them to work in the United States, migrants and coyotes draw on their social connections and cultural knowledge to stage successful border crossings in spite of the ever greater dangers placed in their path by government authorities.

Not one but two civil rights movements flourished in mid-twentieth century Texas, and they did so in intimate conversation with one another. Far from the gaze of the national media, African American and Mexican American activists combated the twin caste systems of Jim Crow and Juan Crow. These insurgents worked chiefly within their own racial groups, yet they also looked to each other for guidance and, at times, came together in solidarity. The movements sought more than integration and access: they demanded power and justice. Civil Rights in Black and Brown draws on more than 500 oral history interviews newly collected across Texas, from the Panhandle to the Piney Woods and everywhere in between. The testimonies speak in detail to the structure of racism in small towns and huge metropolises—both the everyday grind of segregation and the haunting acts of racial violence that upheld Texas’s state-sanctioned systems of white supremacy. Catarino Garza’s Revolution on the Texas-Mexico Border rescues an understudied episode from the footnotes of history. On September 15, 1891, Garza, a Mexican journalist and political activist, led a band of Mexican rebels out of South Texas and across the Rio Grande, declaring a revolution against Mexico’s dictator, Porfirio Díaz. Made up of a broad cross-border alliance of ranchers, merchants, peasants, and disgruntled military men, Garza’s revolution was the largest and longest lasting threat to the Díaz regime up to that point. After two years of sporadic fighting, the combined efforts of the U.S. and Mexican armies, Texas Rangers, and local police finally succeeded in crushing the rebellion. Garza went into exile and was killed in Panama in 1895. Elliott Young provides the first full-length analysis of the revolt and its significance, arguing that Garza’s rebellion is an important and telling chapter in the formation of the border between Mexico and the United States and in the histories of both countries. Throughout the nineteenth century, the borderlands were a relatively coherent region. Young analyzes archival materials, newspapers, travel accounts, and autobiographies from both countries to show that Garza’s revolution was more than just an effort to overthrow Díaz. It was part of the long struggle of borderlands people to maintain their autonomy in the face of two powerful and encroaching nation-states and of Mexicans in particular to protect themselves from being economically and socially displaced by Anglo Americans. By critically examining the different perspectives of military officers, journalists, diplomats, and the Garzistas themselves, Young exposes how nationalism and its preeminent symbol, the border, were manufactured and resisted along the Rio Grande.

Cotton, crucial to the economy of the American South, has also played a vital role in the making of the Mexican north. The Lower Río Bravo (Rio Grande) Valley irrigation zone on the border with Texas in northern Tamaulipas, Mexico, was the centerpiece of the Cárdenas government’s effort to make cotton the basis of the national economy. This irrigation district, built and settled by Mexican Americans repatriated from Texas, was a central feature of Mexico’s effort to control and use the waters of the international river for irrigated agriculture. Drawing on previously unexplored archival sources, Casey Walsh discusses the relations among various groups comprising the “social field” of cotton production in the borderlands. By describing the complex relationships among these groups, Walsh contributes to a clearer understanding of capitalism and the state, of transnational economic forces, of agricultural and water issues in the U.S.-Mexican borderlands, and of the environmental impacts of economic development. Building the Borderlands crosses a number of disciplinary, thematic, and regional frontiers, integrating perspectives and literature from the United States and Mexico, from anthropology and history, and from political, economic, and cultural studies.
