Book Description
Restricted access to finance is often stated as one of the main obstacles to the development of the SME sector in Russia. In this paper, we propose a new lending strategy that allows private banks to profitably increase financing of this sector in spite of being at a disadvantage compared to the state owned Sberbank. By building a reputation for tough liquidation in cases of financial distress private banks can overcome information asymmetries by self selection. However, this strategy can only work if (i) bankruptcy law allows for easy liquidation, (ii) the banking industry can sustain positive profit margins, and (iii) interest rates are not too high.

Book Description
The development of micro, small, and medium-size enterprises (SME) in Russia is a priority of the Russian government, which emphasizes the need of improving SME access to finance, along with other critical factors for SME growth. The objective of this policy note is to inform the Russian policy-makers about options to enhance their measures for improving SME access to finance, as a part of the overall government objective to increase the contribution of SMEs to the Russian economy. The policy note's audience is a broad group of Russian stakeholders, specifically economic policy makers and financial sector regulators, as well as SME support and development institutions, the financial sector, and the private sector. The policy note aims at informing the Russian stakeholders about: (1) alternative and complementary approaches to subsidized financing of SMEs, including policies to support development of an ecosystem of financial providers and innovative products, and (2) the evolving role of the SME development institutions in creating new markets for SME finance and crowding in private sector finance. The policy note has six chapters. Chapter one is the introduction. Chapter two provides an overview on SME access to finance in Russia. Chapter three discusses the development of the non-bank SME financing ecosystem in Russia by focusing on the regulatory approaches to non-bank financial institutions and products, drawing upon relevant international experience. Chapter four reviews international approaches to key challenges and policy responses for developing non-bank finance instruments for SMEs. Chapter five looks at the role of the SME development institutions in Russia and puts their activities in the context of international best practices. Chapter six concludes with recommendations on further enhancing SME access to finance.

Book Description
This publication examines the major policy challenges, achievements and next steps for the creation of a more entrepreneurial population and a stronger SME sector in the Russian Federation, which are critical to the country's economic growth and diversification. Despite less regulatory burdens and more subsidy financing for start-ups, production modernisation, innovation and exporting, framework conditions need to be improved in areas such as the rule of law, commercialising science and improving entrepreneurial skills and education. Gaps in SME and entrepreneurship programmes also need to be filled, such as through new initiatives for high-growth firms and large firm-SME linkages. Strengthening business development services infrastructure and improving access to finance are further important challenges. All these improvements will need to be spread across the regions of the Russian Federation if national objectives for growth and balanced spatial development are to be met.

Book Description
The mainstream perception of Russian business today is framed by images of wild capitalism and a Dutch-diseased resource-dependent economy with poorly functioning rules and institutions. Despite the continued relevance of these issues in the current environment, readers of this book will discover that business in Russia has undergone a remarkable transformation. Important characteristics of the contemporary Russian business climate include the rise of a new generation of Russian business leaders and entrepreneurs, a variety of innovative and adaptive business strategies developed to respond to the increasingly VUCA world, a confident middle class with significant purchasing power, as well as a surprising level of integration in the world economy, including increasingly with China and its Belt and Road Initiative (BRI). These evolving developments have received little attention from researchers and practitioners. This book has been written by Russian experts and thought leaders to address this knowledge gap. The five sections provide a diverse but integrated set of opinion pieces, analyses and cases about Russian business covering markets and macro perspectives, strategy and governance, innovation and entrepreneurship, internationalization and leadership. The aim is to overcome preconceptions by illustrating the underreported and multifaceted nature of the life of Russian business and take the reader closer to what is really happening on the ground. The book contains more than 50 contributions from 54 authors representing opinion leaders in Russia and abroad including prominent academics and businessmen. The Life of Russian Business is aimed at practitioners, policy-makers and educators, as well as those generally interested in Russia. By disseminating state-of-the-art insights on Russian decision-makers and institutions, the book ultimately delivers a well informed and balanced guide for those wishing to participate in Russia’s economy. Endorsements "This book, with its 50 contributions from scholars, thought leaders, entrepreneurs, and business leaders opens a door to Russia’s institutions, management practices and economic potential. The book fills an important gap in the literature and is a must for practitioners of trade and investment along the Belt and Road Initiative (BRI). Chinese and Asian readers will enjoy the fresh and dynamic stories, the rich detail, and the privileged insights into the present and future of Russia." — Professor Tony Chan, President, The Hong Kong University of Science and Technology (HKUST) "In the Russian Federation, the shelf life of inquiries into the country’s business practices and institutions has always been short. This is all the more true for the past 3–5 years, which have seen a series of important changes in Russia’s economic context and structure. This book, which brings together a wide range of expertise and voices, will be useful to readers both in Switzerland and beyond by providing them with up to-date insight into 'the life of Russian business,' covering both the challenges and opportunities." — Yves Rossier, Ambassador to the Russian Federation, Embassy of Switzerland, Moscow
