This book analyses the rapidly unfolding events that have impacted on the European energy dynamics, in the light of the way in Ukraine and the energy crisis that have reconfigured, since 2022, the European and the global geopolitical scene, dislocating not only crucial natural resources but also the pace of the energy transition and the continent’s existential security, its basic trust and sense of continuity. It introduces an innovative interpretation of the conflict and cooperation dynamics in Europe, by challenging the reader to look beyond the material aspects of energy security, related to supply and demand, consumption, production and prices dynamics, which I nonetheless explain in detail. Thus, it invites the audience to explore the deeper layer of motivations that underpin the actors’ decision to engage in conflict and cooperation, by exploring their cognitive and psychological considerations, in addition to the material ones. For this purpose, it presents a new conceptual tool, the conflict-cooperation perpetuum, in order to explain why the same players, in this case the EU, Russia and Turkey, may choose to simultaneously perceive each other as security threats and trade partners, engaging in both conflict and cooperation simultaneously with the same ‘Other’. In addition, it proposes to apply the framework of ontological security, in order to understand the responses of the EU, Russia and Turkey to the major existential crises that have affected them in past years, culminating with the war in Ukraine and the energy crisis of 2022.

This book explores Turkey-EU relations in the context of natural gas. Utilising the English School theory and narrative policy analysis, the author examines EU narratives on Turkey’s role in European energy security in the sphere of natural gas, as well as narratives of Turkish actors on natural gas pipelines and the liberalisation of the natural gas market. The book discusses the extent to which the positions held by Turkish actors on natural gas and energy security constrain and/or enable its integration with the EU. Accordingly, it compares the narratives of the EU and Turkish actors to ascertain how references to the content and scope of the integration varied between January 2001 and July 2019. In the context of this book, "integration” does not necessarily mean Turkey’s full membership in the EU. Rather, it refers to different types of relations, which are classified as energy security societies.

This article, presenting a wide range of issues related to the role of Turkey in the new Mediterranean, aims to provide a comprehensive framework of understanding of the growing strategic relevance of Turkey for both the European Union and the overall Euro-Mediterranean region. In particular, the article focuses on the EU-Turkey energy relations and outlines the crucial role of natural gas in enhancing energy cooperation between the two players. In 2010 about 80% of EU gas imports derived from only three suppliers: Russian Federation, Norway and Algeria. This heavy dependence on such a few suppliers stimulated the European Commission to make the concept of diversification a cornerstone of its energy policy and to launch the concept of the Southern Gas Corridor, an initiative aimed to develop a natural gas transit corridor from Caspian and Middle Eastern gas-rich regions to Europe, in order to ease the dependency on the natural gas imported from the Russian Federation. An initiative that could shift of the "center of gravity" of the regional gas transit from the north to the south of the Black Sea, allowing Turkey to become a key transit country in the future European gas market; a pivotal element in the European gas security of supply architecture. Furthermore, the article also considers the enormous renewable energy potential of Southern and Eastern Mediterranean Countries, to which Turkey could greatly contribute in terms of technology transfer and manufacturing know-how. Turkey's involvement in the Union for the Mediterranean offers a great opportunity for energy cooperation both between the EU and Turkey and within the overall Euro-Mediterranean region. Such large-scale renewable energy projects could greatly contribute to the economic development of the overall Mediterranean region, and also to its social and political stability.

This monograph is meant to provide an unbiased examination of: the scarcity of natural gas in the contemporary security environment; the salience of natural gas in Russia's national security strategies; and, the natural gas pipeline politics in Eastern and Central Europe. While the tendency of most energy security scholars has been to collectively analyze Europe's dependency on oil and gas, this author analyzes the two energy markets separately, and demonstrates that natural gas is a more potent instrument of coercion in the contemporary security environment than oil was in the traditional security environment. Sufficient evidence is also provided that Russia continues to perceive NATO as a hostile alliance, and that future natural gas disruption by Russia-who holds a monopoly on the supply of natural gas via pipeline to Eastern and Central Europe-will prove deadly to the economies of many NATO member states. The salience of natural gas as an instrument of state power is emphasized in Russia's negotiations with Ukraine; this monograph credits the 2006 and 2009 gas wars between the two nations as the main causes for the failure of the Orange Revolution in Ukraine. Ultimately, today, Russia uses the same tools it used in Ukraine-in the context of natural gas negotiations-to bribe Western European nations; to divide the NATO Alliance; and to rule over its traditional sphere of influence in Eastern and Central Europe. Finally, the author emphasizes that with the Russian construction of Nord Stream and South Stream natural gas pipelines, and unless alternatives to Russian natural gas are found, it is only a matter of time until Russia will use natural gas as an instrument of coercion against NATO member states.

The slow re-emergence of Russia as a world power despite its weak military force is of critical significance for the strategic interests of the United States in Europe. Since the Cold War, Russia has been perceived as a broken nation that no longer represents a threat to the North Atlantic Alliance. This monograph emphasizes that Russia overcame this major vulnerability by developing the capacity to use unilateral economic sanctions in the form of gas pricing and gas disruptions against many European North Atlantic Treaty Organization (NATO) member states. It agrees with many scholars and politicians alike who fear that Russia will leverage its monopoly of natural gas to gain political concessions. The author suggests it is only a matter of time until Russia will use natural gas as an instrument of coercion to disrupt NATO's decisionmaking process. A key aim of this monograph is to explain why the rapid global transition from oil to natural gas will redefine the way policymakers and strategic security scholars look at the scarcity of natural gas in Europe. What is unique about this monograph is that it analyzes the oil and gas markets separately and illustrates, with examples, why in Europe natural gas is a more potent instrument of coercion than oil. Despite these revelations, only 1 month after the German Government announced its plans to abandon nuclear power by 2022, in July 2011 German Chancellor Angela Merkel disclosed that Germany will need to import more Russian natural gas to make up for the loss of over 10 gigawatts of generation capacity. Almost simultaneously, Germany's largest energy utilities group, RWE, and the Russian state-controlled gas giv vi ant, Gazprom, have agreed to form a strategic partnership. The author argues that situations like these create a delicate state of affairs that will ultimately undermine the de facto power of NATO in the contemporary security environment, particularly vis-�vis Russia, unless the dependency on Russian natural gas is promptly addressed.
