Book Description
"This report was prepared for the UK's Security Sector Development Advisory Team in June 2005. Its aim is to act as a basis for discussion and to provide an opportunity to learn from the successes and failures of intelligence and security legislation in various countries. Drawing on the body of academic work in this field and the knowledge of RAND staff, this report: provides a definition of intelligence; describes in detail how intelligence is produced; examines the role of intelligence in security sector reform; highlights the importance of control and accountability in intelligence structures; examines how six countries have developed and implemented intelligence legislation and associated reforms; and, finally, draws out a number of key lessons to be considered in any future security sector reform activity encompassing intelligence structures. The report outlines the choices that need to be made when designing or implementing legislative oversight on intelligence and security services. The report will be of interest to policy makers in countries seeking to reform their security sectors and to practitioners in the international aid community seeking to support security sector reform"--Http://www.rand.org/pubs/technical_reports/TR289.html (as viewed on 03/09/2012).

Book Description
This collection of essays considers the evolution of American institutions and processes for forming and implementing US national security policy, and offers diverse policy prescriptions for reform to confront an evolving and uncertain security environment. Twelve renowned scholars and practitioners of US national security policy take up the question of whether the national security institutions we have are the ones we need to confront an uncertain future. Topics include a characterization of future threats to national security, organizational structure and leadership of national security bureaucracies, the role of the US Congress in national security policy making and oversight, and the importance of strategic planning within the national security enterprise. The book concludes with concrete recommendations for policy makers, most of which can be accomplished under the existing and enduring National Security Act. This book will be of much interest to students of US national security, US foreign policy, Cold War studies, public policy and Internationl Relations in general.

Book Description
The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Book Description
On November 26, 2008, the Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, Presidentelect, and Congress. The study found that the national security system was at risk of failure and needed serious reform. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This testing revealed that each of the five major findings improved the performance of the current national security system. This volume documents the scenario-testing process used by the Vision Working Group. It includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. The work of the Vision Working Group has led to the formulation of another recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center. The Project on National Security Reform advocates establishment of such a foresight mechanism as part of the larger transformation of the national security system and is ready and willing to assist in its implementation.

Book Description
National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book Description
Security sector reform, democratization and constitutional reform are intrinsically linked. The constitution-building process can therefore provide a critical forum for negotiations over changes in the relationship between civilian and security sector institutions. This Policy Paper aims to support advisors and decision-makers in navigating these complex transitions. The Paper focuses on the relationship between security sector reform (SSR) and constitutional reform processes. While SSR and constitution-building are typically seen as separate issues, in practice they are deeply interconnected, and the success of a transition to constitutional democracy depends on the successful handling of security sector issues. Constitutional reform and SSR processes intersect in democratic transitions from military rule, civil war and authoritarian regimes.
