This book presents a ground-breaking comparative study of the bilateral relations of all 27 EU member states with Russia and an assessment of their impact on the EU’s efforts to conduct a coherent and effective policy towards its most important neighbour. While there has been a lot of research on European foreign policy, there has been much less on the role that national foreign policies play in it. In March 2014, when Russia annexed Crimea, relations between Moscow and the European Union precipitated into their deepest crisis since the end of the Cold War. Kalmykia is a constituent of the Russian Federation that shaped and has been developing within Russia for several centuries. This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

Russia today represents one of the major examples of the phenomenon of "electoral authoritarianism" which is characterized by adopting the trappings of democratic institutions (such as elections, political parties, and a legislature) and enlisting the service of the country's essentially authoritarian rulers. Why and how has the electoral authoritarian regime been consolidated in Russia? What are the mechanisms of its maintenance, and what is its likely future course? This book attempts to answer these basic questions. Vladimir Gel'man examines regime change in Russia from the collapse of the Soviet Union in 1991 to the present day, systematically presenting theoretical and comparative perspectives of the factors that affected regime changes and the authoritarian drift of the country. After the fall of the Soviet Union, Russia's national political elites aimed to achieve their goals by creating and enforcing of favorable "rules of the game" for themselves and maintaining informal winning coalitions of cliques around individual rulers. In the 1990s, these moves were only partially successful given the weakness of the Russian state and troubled post-socialist economy. In the 2000s, however, Vladimir Putin rescued the system thanks to the combination of economic growth and the revival of the state capacity he was able to implement by imposing a series of non-democratic reforms. In the 2010s, changing conditions in the country have presented new risks and challenges for the Putin regime that will play themselves out in the years to come.
