Advancement in measurement is fundamental to technological progress and to scientific growth. To fulfill its principal responsibilities, the Bureau must conduct an imaginative and vigorous research and development program in the physical and engineering sciences. This report reviews the Bureau's work for the past year and presents some of the more significant achievements resulting from the work. Standards and measurement are fields of dynamic research interest. There are literally hundreds of physical standards, and there is a continuous search for new ones. Every major scientific advance must be preceded and followed by new standards and measurement techniques and associated standards. Precision measurement almost always precedes important developments in the experimental sciences. In fact, the precisions achieved in measure ment may well be considered as indicators of the stage of progress in a particular experimental science. Greater accuracies in experimental data enable, in many cases, the reconciliation of conflicting research theories and the advancement to discovery which is so significant in the opening of new areas of scientific investigation.
