This multiservice publication represents a significant revision to the August 2000 publication by expanding the scope from theater-based tactical sites to installations found in both foreign and domestic locations. It is designed for military commanders and personnel responsible for chemical, biological, radiological and nuclear (CBRN) defense planning at installations in the continental United States (CONUS) and outside the continental United States (OCONUS). The term "installation" will be used henceforth when referring to fixed sites, ports, and airfields in this manual. These personnel may be responsible for deliberate or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides doctrine and tactics, techniques, and procedures (TTP) for planning, resourcing, and executing CBRN defense for various military installations as part of an overarching installation protection program. The chapters present a doctrinal foundation, and specific TTP are included in the appendixes. This manual incorporates the joint doctrine elements for combating weapons of mass destruction (WMD), to include counterproliferation passive defense functions of CBRN sense, shape, shield, and sustain. It also ties installation CBRN defense to consequence management doctrine. During military operations, this publication is subordinate to current joint publications (JPs) addressing this topic. It serves as the foundation for developing Service manuals and refining existing training support packages, mission training plans, training center and unit exercises, and Service school curricula. It drives the examination of organizations and materiel developments applicable to military support of CBRN aspects of command and control (C2).This publication is designed for use at the operational and tactical levels but has implications at the strategic level in the implementation of CBRN supporting strategic objectives. The manual will support command staffs, CBRN staff officers, CBRN noncommissioned officers (NCOs), non-CBRN personnel performing collateral duties as additional-duty CBRN officers or NCOs, and employees of civilian agencies in the assessment, planning, preparation, and execution of CBRN C2 functions. This publication, “Multiservice Tactics, Techniques, and Procedures for Health Service Support in a Chemical, Biological, Radiological, and Nuclear Environment (FM 4-02.7),” establishes doctrinal multiservice tactics, techniques, and procedures (MTTPs) for health service support (HSS) units operating in a chemical, biological, radiological, and nuclear (CBRN) and toxic industrial material (TIM) environment. It is the intent of this document to inform the combatant commanders (CCDRs), joint force commanders (JFCs), joint force medical commanders and medical planners, and component commanders and their staffs on the tools available to provide the best quality of force health protection (FHP) and HSS in a CBRN environment to enhance mission success. This publication bridges the gaps between Service and joint HSS publications. This publication provides information for use by the component commanders and their staffs, command surgeons, medical planners, and individuals responsible for FHP and HSS in a CBRN environment. Commanders have the direct responsibility for protecting their forces within a CBRN environment. On future battlefields, failure to properly plan and execute CBRN defensive operations may result in significant casualties, disruption of operations, and even mission degradation. Further, the commander's mission and execution plans must address the implications of HSS in a CBRN environment. This publication contains MTTPs relative to HSS in the following specific areas: Chemical, biological, radiological, and nuclear aspect of HSS, Casualty prevention, Casualty care and management, Patient movement, Patient decontamination, Veterinary service support and food and water safety, Medical laboratory support, Combat and operational stress control (COSC), Health service logistic (HSL) support (HSLS), Homeland defense, Individual and collective protection systems.
