WHEN in the future historians examine the second half of the twentieth century, they will no doubt identify the accelerated inter-nationalization of production as a landmark comparable with the Industrial Revolution. In this process multinational enterprises have been leading actors in the past twenty-five years and are certain to continue to be so in the next quarter-century. In 1975 the sales of the Western multinational corporations represented one-fifth of the Gross National Product of all capitalist countries. If their growth is maintained at the same rate as over the period 195o-75, by the end of the century this share will be nearly one-half and the whole capitalist economy may very well be dominated by some 200 giant corporations of which three-quarters may be American-based.

What are the sources of the well-known differences in the performance of capitalist and socialist economic systems? Peter Murrell argues that the Schumpeterian model has far more power to answer this question than does the neoclassical theory generally used for that purpose. The neoclassical theory focuses on the absence of a price system and the inability of a centralized system to allocate resources efficiently, while the Schumpeterian model emphasizes the rigidity of institutions and policies in socialist economies and their lack of mechanisms either to create new institutions or to identify and to foster the growth of the most efficient organizations (including multinational corporations). In a work that will have profound consequences for the analysis of economic reform in socialist economies, Murrell compares the predictions of these two models against data summarizing foreign trade performance and finds the Schumpeterian model clearly superior. Combining international trade theory and econometric techniques, the author develops new methods of comparative economic analysis. The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.

Merely "getting the prices right"--Lowering wages and raising interest rates and energy prices - won't improve competitiveness, the authors argue, as long as nonlabor costs such as the quality of goods, product design, outmoded technology, and inefficient distribution channels remain problems. Easing these bottlenecks requires long-term capital accumulation and profit maximization. The institutions necessary for such growth have not developed under Eastern Europe's new "pseudo-capitalism," as the authors demonstrate, and "pseudo-privatization," while distributing state property to citizens, has not provided them with the capital and technology they need to succeed.
