Book Description
It is argued that taxation causes three kinds of deadweight losses and two types of direct costs. The deadweight losses arise from substitution, evasion, and avoidance activities while the direct costs are administrative and compliance costs. Some of these social costs tend to be discontinuous and/or nonconvex. Because most models of taxation ignore some components of the social costs of taxation, their conclusions cannot be of a general nature. An alternative approach to policy evaluation is to rely on a marginal efficiency cost of funds rule which can indicate appropriate directions of reforms. The paper discusses its merits, applicability, and limitations, as well as its relationship to other concepts.

This book is centred around various interwoven topics which are fundamental to policy analysis in agriculture. Key concepts and tools that are fundamental for the analysis of agricultural policies and programmes are presented. Key concepts introduced include, the role of the state in a market economy with examples from the Sri Lankan and other developing economies, the international trade environment, and conceptual frameworks for analysing important domestic and international trade policies. It also highlights interconnections among agriculture, development, policy and illustrates the extent to which the agricultural sector contributes in achieving economic growth objectives, equity and equality objectives and environmental objectives. The book takes the readers through the nature of agricultural markets in developing countries, with special emphasis on Sri Lanka, and illustrates how the degree of competitiveness is measured at various market levels using multiple indices and methods. Several tools, with accompanying case studies, for the analysis of policies and programmes are detailed. These tools include the GTAP model, gravity models, extended benefit cost analysis, and linear programming. Tools and models are applied to the analysis of trade policies and agreements, marketing policies, environmental services, extension programmes, land tenure reforms and climate change adaptations. Case studies in relation to the agri-food policy and strategy response to COVID-19 Pandemic are also covered. This book is of interest to public officials working in agricultural planning and agricultural policy, teachers, researchers, agro-economists, capacity builders and policymakers. Book Description
Economy, Society, and Public Policy is a new way to learn economics. It is designed specifically for students studying social sciences, public policy, business studies, engineering and other disciplines who want to understand how the economy works and how it can be made to work better. Topical policy problems are used to motivate learning of key concepts and methods of economics. It engages, challenges and empowers students, and will provide them with the tools to articulate reasoned views on pressing policy problems. This project is the result of a worldwide collaboration between researchers, educators, and students who are committed to bringing the socially relevant insights of economics to a broader audience.KEY FEATURESESPP does not teach microeconomics as a body of knowledge separate from macroeconomicsStudents begin their study of economics by understanding that the economy is situated within society and the biosphereStudents study problems of identifying causation, not just correlation, through the use of natural experiments, lab experiments, and other quantitative methodsSocial interactions, modelled using simple game theory, and incomplete information, modelled using a series of principal-agent problems, are introduced from the beginning. As a result, phenomena studied by the other social sciences such as social norms and the exercise of power play a roleThe insights of diverse schools of thought, from Marx and the classical economists to Hayek and Schumpeter, play an integral part in the bookThe way economists think about public policy is central to ESPP. This is introduced in Units 2 and 3, rather than later in the course.
