There has been much recent celebration of the success of African 'civil society' in forging global connections through an ever-growing diaspora. Against the background of such celebrations, this innovative book sheds light on the diasporic networks - 'home associations' - whose economic contributions are being used to develop home. Despite these networks being part of the flow of migrants' resources back to Africa that now outweighs official development assistance, the relationship between the flow of capital and social and political change are still poorly understood. Looking in particular at Cameroon and Tanzania, the authors examine the networks of migrants that have been created by making 'home associations' international. They argue that claims in favour of enlarging 'civil society' in Africa must be placed in the broader context of the political economy of migration and wider debates concerning ethnicity and belonging. They demonstrate both that diasporic development is distinct from mainstream development, and that it is an uneven historical process in which some 'homes' are better placed to take advantage of global connections than others. In doing so, the book engages critically with the current enthusiasm among policy-makers for treating the African diaspora as an untapped resource for combating poverty. Its focus on diasporic networks, rather than private remittances, reveals the particular successes and challenges diasporas face in acting as a group, not least in mobilising members of the diaspora to fulfill obligations to home.

In the 1980s and 1990s, Black German women began to play significant roles in challenging the discrimination in their own nation and abroad. Their grassroots organizing, writings, and political and cultural activities nurtured innovative traditions, ideas, and practices. These strategies facilitated new, often radical bonds between people from disparate backgrounds across the Black Diaspora. Tiffany N. Florvil examines the role of queer and straight women in shaping the contours of the modern Black German movement as part of the Black internationalist opposition to racial and gender oppression. Diasporas result from the scattering of populations and cultures across geographical space and time. Transnational in nature and unbounded by space, they cut across the static, territorial boundaries more usually deployed to govern tourism. A small Kurdish city located in northern Syria, Kobane, became symbolically significant when ISIS laid siege to the city between September 2014 and January 2015. This pivotal moment in the fight against ISIS threw the international spotlight on the Kurds. The Kobane Generation analyses how Kurdish diaspora communities mobilised in France after the breakout of the Syrian civil war and political unrest in Turkey and Iraq in the 2010s. Tens of thousands of people, mostly but not exclusively diaspora Kurds, demonstrated in major European capitals, expressed their solidarity with Kobane, and engaged in transnational political activism towards Kurdistan. In this book, Mari Toivanen discusses a series of critical events that led to different forms of transnational participation towards Kurdistan. The focus of this book is particularly on how diaspora mobilisations became visible among the second generation, the descendants of Kurdish migrants. The book addresses important questions, such as why second-generation members felt the need to mobilise and what kind of transnational participation this led to. How did the transnational participation and political activism of the second generation differ from that of their parents, and is such activism simply diasporic or also related to more global changes in political activism? How do ordinary people navigate the intense uncertainty of the onset of war? Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.
