Technology and Security in the 21st Century
Author: Amitav Mallik
Publisher: SIPRI Research Reports
ISBN: 9780199271757
Category : Computers
Languages : en
Pages : 0
Book Description
The immense impact of technology on both warfare and security has been clearly demonstrated and has heightened concerns relating to the proliferation of military technology and misuse by irresponsible actors. Technology control regimes are a vital component of national security strategies. This report presents evidence of the increasing relevance of technology in the 21st century and a brief review of the control regimes, as well as the perspectives of progressive developing nations. It highlights the need for a new approach to the management of technology and security issues. Meetingfuture challenges to arms control and non-proliferation will require wider cooperation among nations in a rapidly changing and interdependent world in which some of the new technologies will further accentuate security sensitivities. The report advocates the abandonment of cold war mindsets andmakes a case for a broader cooperative approach to the management of technology controls. International cooperation will be vital for achieving the objectives of non-proliferation, disarmament and global socio-economic progress and will facilitate steps towards the elimination of weapons of massdestruction and the dangers posed by terrorism, thereby fostering enhanced international peace and stability.

Innovation and the Arms Race
Author: Matthew Evangelista
Publisher:
ISBN:
Category : History
Languages : en
Pages : 336
Book Description
Evangelista provides a new framework for analyzing U.S. and Soviet innovations in weapons technology. In America, development is generated from the bottom up with scientists providing the initial impetus. Soviet weapons innovation occurs from the top down, as soviet leaders react to external forces, particularly American initiatives. With current weapons programs such as the Strategic Defense Initiative, the author sees opportunities for arms control. The United States must recognize that technological innovation is no guarantee of security. The Soviet Union must decide not to match American innovation. ISBN 0-8014-2165-9: $32.95.

The Arms Dynamic in World Politics
Author: Barry Buzan
Publisher: Lynne Rienner Publishers
ISBN: 9781555875961
Category : Political Science
Languages : en
Pages : 344
Book Description
Presented as a successor to the Cold War era book An Introduction to Strategic Studies, this volume explores issues of military security through a framework that links the issues of technology and world politics. Arguing that the technological aspect of the global strategic environment is partway through a centuries- long process of transformation sped up by the advent of the information age, the authors examine such issues as different levels of industrial development on security, what they argue is the relative infrequency of the use of force between states, the use of military threats such as mass destruction, concepts that military means create problems in themselves such as fear of war and insecurity, and finally, ways in which regulatory schemes such as disarmament can be put to use to solve some of those problems. Paper edition (unseen) $22.50. Annotation copyrighted by Book News, Inc., Portland, OR

Proliferation of Weapons- and Dual-Use Technologies
Author: Margaret E. Kosal
Publisher: Springer Nature
ISBN: 3030736555
Category : Political Science
Languages : en
Pages : 302
Book Description
This book explores and analyzes the rapid pace of technological evolution in diplomatic, information, military, and economic sectors, which has contributed to a dynamic international policy environment. Global political stability is greatly influenced by innovations originating from numerous sources, including university labs, the technology sector, and military research. Collectively, these innovations guide the movement of people, ideas, and technology that in turn affect the international balance of power. The objective of this volume is to develop new insights into how the proliferation of innovative ideas, low-cost weapons, and dual-use technologies impact the changing global security landscape. Innovative and dual-use technologies can be used for beneficial purposes or defensive purposes. Alternatively they may be appropriated or employed for nefarious purposes by hostile military powers and non-state actors alike. Such actions can threaten global security and stability. As the complexity of technological innovations continues to increase, existing control mechanisms such as international regulations and security arrangements may be insufficient to stem the tide of proliferation over time. As such, this works seeks to assess and present policy solutions to curtail the threat to global stability posed by the proliferation of weapons and dual-use technology.

Biological Warfare Against Crops
Author: S. Whitby
Publisher: Springer
ISBN: 0230514642
Category : Political Science
Languages : en
Pages : 287
Book Description
Until now little attention has been paid to the development of military capabilities designed to target food crops with biological warfare agents. This book represents the first substantive study of state-run activities in this field. It shows that all biological warfare programmes have included a component concerned with the development of anti-crop biological warfare agents and munitions. Current concern over the proliferation of biological weapons is placed in the context of the initiative to strengthen the Biological and Toxin Weapons Convention. The book concludes by arguing that the risks posed by this form of warfare can be minimised, but that this would depend largely on the effective and efficient implementation of regimes concerning the peaceful use and control of plant pathogens that pose a risk to human health and the environment.
