This book examines how the severe economic downturn following the 2007-2008 financial crisis affected the structural integration and quality of life of urban migrants in Europe and North America. It compares the experiences of migrants from Poland, Romania, Serbia, Pakistan, and Ghana in five similar, secondary global cities of Hamburg (Germany), Barcelona (Spain), Chicago (USA), Toronto (Ontario, Canada), and Montréal (Québec, Canada) over the period of 2000-2015. The work uses statistical analysis to gauge changes in residential segregation and structural integration (such as unemployment, poverty, and social assistance rates). It then provides qualitative analyses of individual city neighborhoods where the target migrant groups have settled, exploring each community's unique evolution and the ambivalent impact that local policy responses have had on their quality of life. With this study, researchers, instructors, students, and policymakers with an interest in migration, urban development, and global cities will be far more knowledgeable of both the potential and limits of policy efforts.

This open access book looks at the migration of Southern European EU citizens (from Portugal, Spain, Italy, Greece) who move to Northern European Member States (Belgium, France, Germany, United Kingdom) in response to the global economic crisis. Its objective is twofold. First, it identifies the scale and nature of this new Southern European emigration and examines these migrants’ socio-economic integration in Northern European destination countries. This is achieved through an analysis of the most recent data on flows and profiles of this new labour force using sending-country and receiving-country databases. Second, it looks at the politics and policies of immigration, both from the perspective of the sending- and receiving-countries. Analysing the policies and debates about these new flows in the home and host countries’ this book shows how contentious the issue of intra-EU mobility has recently become in the context of the crisis when the right for EU citizens to move within the EU had previously not been questioned for decades. Overall, the strength of this edited volume is that it compiles in a systematic way quantitative and qualitative analysis of these renewed Southern European migration flows and draws the lessons from this changing climate on EU migration.

Against the background of political turmoil in the Middle-East, Europe faces an unprecedented surge in asylum applications. In analyzing the economic impact of this inflow, this paper draws from the experience of previous economic migrants and refugees, mindful of the fact that the characteristics of economic migrants can be different from refugees. In the short-run, additional public expenditure will provide a small positive impact on GDP, concentrated in the main destination countries of Germany, Sweden and Austria. Over the longer-term, depending on the speed and success of the integration of refugees in the labor market, the increase in the labor force can have a more lasting impact on growth and the public finances. Here good policies will make an important difference. These include lowering barriers to labor markets for refugees, for example through wage subsidies to employers, and, in particular, reducing legal barriers to labor market participation during asylum process, removing obstacles to entrepreneurship/self-employment, providing job training and job search assistance, as well as language skills. While native workers often have legitimate concerns about the impact of immigrants on wages and employment, past experience indicates that any adverse effects are limited and temporary.

The contributions to the book find that the crisis had immediate effects on migration patterns – migrants left crisis-stricken countries, naturalised in non-crisis countries where they had previously settled, or stopped migrating to formerly attractive countries which had been negatively affected by the crisis. Whereas prior to the crisis the majority of migrants were highly-skilled, during the crisis there was a shift to vulnerable groups such as low-skilled workers and women. The book also finds that migration policies have indeed changed in times of crisis. However, these changes are neither exclusively restrictions nor liberalisations, but encompass changes in both directions. Despite the coincidence of many policy changes with the crisis, these changes are not primarily induced by the crisis. Instead, politicians rhetorically used the crisis to promote both liberal and restrictive policy changes which were already in the making before the crisis. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers.
