By studying multiple cultural expressions of Blackness throughout different regions of the Americas, the chapters of this book consider the relationship that social and historical processes such as sovereignty and colonialism have on cultural productions made by and about Black Latin American women. Rosita Scerbo analyzes a range of power dynamics as represented in different artistic media of the Afro-Latin/x American community, including photography, muralism, performance, paintings, and digital art. The book acknowledges that racial and gender equity cannot exist without Intersectionality and that is why the entirety of the chapters focus on cultural and visual productions exclusively created by Afro-descendant women. The Black Latin American women featured in the various chapters, spanning multiple artistic mediums and originating from various Latin American and Caribbean nations, including Mexico, Colombia, the Dominican Republic, Puerto Rico, Brazil, and Cuba, collectively pursue the central aim of foregrounding the Afro-descendant woman’s experience. Simultaneously, they strive to enhance the visibility and acknowledgment of gendered Afro-diasporic culture within the Latin American context. From 1964 until 1985, Brazil was ruled by a military regime that sanctioned the systematic use of torture in dealing with its political opponents. The catalog of what went on during that grim period was originally published in Portuguese as Brasil: Nunca Mais (Brazil: Never Again) in 1985. The volume was based on the official documentation kept by the very military that perpetrated the horrific acts. These extensive documents include military court proceedings of actual trials, secretly photocopied by lawyers associated with the Catholic Church and analyzed by a team of researchers. Their daring project—known as BNM for Brasil: Nunca Mais—compiled more than 2,700 pages of testimony by political prisoners documenting close to three hundred forms of torture. The BNM project proves conclusively that torture was an essential part of the military justice system and that judicial authorities were clearly aware of the use of torture to extract confessions. Still, it took more than a decade after the publication of Brasil: Nunca Mais for the armed forces to admit publicly that such torture had ever taken place. Torture in Brazil, the English version of the book re-edited here, serves as a timely reminder of the role of Brazil's military in past repression.

Twelve global planning and urban design interventions—and what they reveal about equity-centered urban resilience in the face of climate change. Hillside favelas in South America imperiled by landslides. Flood-threatened mobile home parks on the American Gulf Coast. Canal-side settlements facing eviction in megacities in Southeast Asia. Too often the places most vulnerable to climate change are the ones that are home to people with the fewest economic and political resources. And while some leaders are starting to take action to reduce climate risks, many early adaptation schemes have actually made preexisting inequalities worse. In The Equitably Resilient City, Zachary Lamb and Lawrence Vale ask how cities can adapt to climate change and other threats while also doing right by disadvantaged residents. Lamb and Vale’s model for the equitably resilient city includes four central domains: (1) environmental safety and vitality; (2) security from displacement; (3) stable and dignified livelihoods; and (4) enhanced self-governance. These principles represent the four LEGS (Livelihoods, Environment, Governance, and Security) of equitable resilience. To illustrate these core principles, the book draws on 12 case studies from settlements facing a range of hazards across diverse geographies in the Global North and South, from heat stress in Paris to drought in Bolivia to floods in Bangkok and New Orleans. Offering concrete strategies in the form of planning, community action, and design interventions, Lamb and Vale show that equitable urban resilience is not a pipe dream nor an abstract ethical proposition but an achievable reality grounded in struggle and solidarity.

Coalitions and Compliance examines how international changes can reconfigure domestic politics. Since the late 1980s, developing countries have been subject to intense pressures regarding intellectual property rights. These pressures have been exceptionally controversial in the area of pharmaceuticals. Historically, fearing the economic and social costs of providing private property rights over knowledge, developing countries did not allow drugs to be patented. Now they must do so, an obligation with significant implications for industrial development and public health. This book analyses different forms of compliance with this new imperative in Latin America, comparing the politics of pharmaceutical patenting in Argentina, Brazil, and Mexico. Coalitions and Compliance focuses on two periods of patent politics: initial conflicts over how to introduce drug patents, and then subsequent conflicts over how these new patent systems function. In contrast to explanations of national policy choice based on external pressures, domestic institutions, or Presidents' ideological orientations, this book attributes cross-national and longitudinal variation to the ways that changing social structures constrain or enable political leaders' strategies to construct and sustain supportive coalitions. The analysis begins with assessment of the relative resources and capabilities of the transnational and national pharmaceutical sectors, and these rival actors' efforts to attract allies. Emphasis is placed on two ways that social structures are transformed so as to affect coalition-building possibilities: how exporters fearing the loss of preferential market access may be converted into allies of transnational drug firms, and differential patterns of adjustment among state and societal actors that are inspired by the introduction of new policies. It is within the changing structural conditions produced by these two processes that political leaders build coalitions in support of different forms of compliance.
