Although developing countries far outnumber fully industrialized states, they are often neglected in the study of international relations, especially with respect to the development of foreign policy theory. Urging the rejection of the realist paradigm of international relations that rested upon assumptions of balance of power concepts, the author examines eight case studies from the Cold War as a move towards setting international relations concepts with more "utility" in influencing other countries. Superpower relations with Syria, Turkey, Ethiopia, and Guinea are explored in terms of strategic relationship concepts.
