In light of the real appreciation of the Egyptian pound over the last six years and Egypt’s lackluster export growth, questions of external competitiveness and exchange rate policy have arisen. This paper sheds light on these issues by estimating empirically Egypt’s equilibrium real exchange rate, that is, the rate that is consistent with fundamentals. The results show that, while the real exchange rate was substantially overvalued before 1993, today it is only moderately above the equilibrium rate. Moreover, the analysis shows that the recent appreciation of the pound does not indicate a worsening misalignment.

This paper examines the effect of the real exchange rate misalignment (RERMIS) on the collective economic growth of Egypt, Jordan, Morocco, and Tunisia. The paper constructs three measures of exchange rate misalignment based on purchasing power parity; a black market exchange rate; and a structured model. The empirical investigation confirmed the adverse effect of RERMIS on growth, using all measures of RERMIS, as predicted by endogenous growth models. The results also highlighted the role of other factors; specifically, capital growth and population have the theoretical signs predicted by the Solow growth model and are statistically significant.

This paper analyzes that past growth was characterized by a suboptimal allocation of the factors of production and a lack of dynamism in the private sector. By identifying the main constraints to private sector-led growth and higher employment generation, it suggests policies to further shift Egypt’s economic model toward increased private sector participation and integration into global value chains. To this end, reforms should aim at removing the distortions to the optimal allocation of resources in the economy and equip the labor force with the skills needed to benefit fully from future job opportunities. These reforms would also help better integrate women and youth into the job market. The authorities have embarked on a reform program to address these challenges and important steps have already been taken. Improved macrostability and a strong political commitment to reforms present an opportunity to further structural reforms that intensify private sector-led growth and job creation and strengthen trade integration.

This study examines twenty-five years of pricing policies in agriculture, covering the period 1960-85. During this period, the price regime has discriminated strongly against agriculture. The study focuses on the objectives and implications of government intervention on five major crops, cotton, rice, wheat, maize, and sugarcane. It examines the economic history of price intervention, both at the sectoral and at the economy-wide level. After an introductory essay outlining political, macroeconomic, and sectoral developments, the objectives and instruments of agricultural policy are examined, and the incidence of intervention on relative prices and values added are studied. The effects of price intervention on agricultural output, rural and urban incomes, consumption, foreign exchange earnings, the government budget, and on resource flows in and out of agriculture are also examined. The study analyzes the determinants of agricultural pricing policies, including the influence of world prices and the relationship between government intervention and price variability. In the conclusions, a political-economic interpretation of twenty-five years of price interventions is given, and recent reform attempts are examined. Finally, background material such as time series data, calculations, and more detailed descriptions of economic policies and institutions are given in the appendices.
