In Part One of this manual, we concentrated on performing Phase I Environmental Site Assessments (ESAs) in accordance with ASTM E 1527 [1]. Part Two of this manual focuses on some of the key aspects associated with performing the Phase II Environmental Site Assessments (Phase II ESAs) in accordance with ASTM E 1903 [2]. As of the writing of this manual the ASTM task group was in the process of negotiating the necessary revisions that were needed to make the Standard consistent with the changes that took place in the Phase I Standard. Two main approaches to revising the Phase II Standard were under consideration. The 1997 version of the Phase II Standard allows great flexibility enabling the user and the environmental professional to design the process to meet the needs of the user. Some task group members suggested changes to make the Phase II Standard more prescriptive. This approach would simplify some of the decision-making process but could adversely impact the level of professional judgment, and thus potentially detract from the value and diverse applicability of the Phase II process. It is likely that the Phase II standard will be revised to describe the scientific methods and practices appropriate for various types of investigation that typically occur after a Phase I but before regulatory involvement. Most states have specific requirements for site assessment once contamination is identified and reported. The Phase II standard may address those situations when assessment activity is necessary but there is insufficient information to require involvement of a regulatory agency. Such activities can be related to business decisions (is the contamination present or not, big problem or little problem, does it leave the site) or LLP defenses (identify continuing obligations, reasonable steps, or confirm a REC). The scientific method described in the current Phase II standard is not likely ot undergo significant change, however the actual document could be substantially revised. The EPs should monitor the development of the Standards, and whenever applicable modify their procedures when strict conformance to the latest version of the Standards is desired or mandated.

Proposed investigative activities for the sites identified at the Sudbury Annex (the Annex) were determined through a review of previous activities and findings, and are governed by the established Scope of Work (SOW). The objectives of the activities were to determine whether any contamination exists in groundwater, surface water, sediment, or surface/subsurface soils at the assigned Phase II sites, and, in the cases where contamination is thought or known to exist, to confirm and better characterize its nature and extent. To evaluate each site, and to develop a better understanding of the site's impact on the Annex environment, the Annex has been divided into seven distinct watersheds. In this report, general findings of the field effort are first summarized for each watershed as a whole. Detailed information about activities undertaken and sampling results is then provided for each site. Conclusions and recommendations are reviewed and discussed in conjunction with the findings of the Phase I investigation conducted by OHM Remediation Services Corporation (OHM). Data results are presented with each site investigation (SI) section. The methodology used in the screening of analytical results generated through this Phase II SI, and the screening values used to identify areas of possible concern, are fully explained in Section 7, Volume 1 of this report. The appendices provide field reports, special studies and quality assurance/quality control (QA/QC) results used throughout this report to support the information presented in the text.

Site Investigations (Sis) at Fort Devens Sudbury Training Annex (the Annex), Massachusetts, were performed by Ecology and Environment, Inc; (E & E) for the United States Army Environmental Center (USAEC) under Total Environmental Program Support (TEPS) Contract No. DAAA15-90-D-0012, Delivery Order No. 0004. Volume II describes all of the 38 sites assigned to E & E in the second phase of activity at the Annex using a watershed approach where each of the sites are grouped based upon their surface water and groundwater drainage characteristics and locations within one of six watersheds at the Annex. As described in Volume I (General Volume) of this report set, the Sis were conducted in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as directed under the Federal Facility Agreement between the United States Army and the United States Environmental Protection Agency (EPA). Volume III contains the appendices which present field notes, drilling logs, geotechnical data, geophysical investigation summaries, analytical qualification results, ecological investigation results, and other data produced during the SIs. Thirty-eight sites were assigned to E & E in the second phase of activities at the Annex. A total of 31 SIs were conducted (Sites A8/P10 and P31/P58, were combined for Sis because of their proximity to each other). Two Remedial Investigations (RIs), involving five sites at the Annex (Sites P11/P13, and P36/A12/P37, respectively), are currently underway. Conclusions regarding these RI sites will be made when the RIs are complete. Information on these sites is presented in this report to help in watershed-wide assessments.
