The Liberian civil wars of the 1990s and 2000s became notorious for their atrocities, and for the widespread use of child soldiers. Girls and young women accounted for up to 40 per cent of these soldiers, but their unique perspective and experiences have largely been excluded from accounts of the conflict. In Liberia’s Women Veterans, Leena Vastapuu uses an innovative auto-photographic methodology to tell the story of two of Africa’s most brutal civil wars through the eyes of 133 female former soldiers. Incorporating their testimonies alongside a series of vivid illustrations by Emmi Nieminen, the book provides an in-depth account of these women’s experiences of trauma, stigma, and the challenges of reintegration into post-war society, as well as their hopes and aspirations for the future. Female Ex-Combatants, Empowerment, and Reintegration investigates the role of United Nations-led Disarmament, Demobilization, and Reintegration (DDR) programs in undermining female ex-combatants’ empowerment. The participation of female combatants in conflict has increasingly been recognized in feminist literatures and in policies and programs concerned with reintegrating ex-combatants and building peace. This has illustrated that female ex-combatants often experience "empowerment" through their role as combatant; however, this empowerment is often lost upon reintegration. UN-led DDR plays an important role in the broader peacebuilding process, as it is one of the largest interventions and directly aims to reintegrate ex-combatants into civilian life. This book draws on extensive field research and interviews with female ex-combatants and DDR officials in Liberia and Nepal to develop a nuanced and comprehensive picture of female ex-combatants’ empowerment and how this is undermined by DDR. Through reconceptualized frameworks of empowerment and an emancipatory peace, the book explores the pivotal role that DDR programs play in undermining female ex-combatants’ empowerment. The author argues that this is detrimental to peacebuilding, because DDR officials and documentation narrate female ex-combatants in limited and gendered ways, which reproduces gendered inequalities and define how female ex-combatants should behave. Seeing the role of transitional justice as an area of contestation, this book focuses on the principle of equality guaranteed in the access to transitional justice mechanisms. By raising women's experiences in dealing with the law and policies as well as the implications of community and family practices during post-conflict situations, the book shows how these mechanisms may have been implemented mechanically, without considering the different intersections of discrimination, the public and private divides that exist in the local context or the stereotypes and values of international and national actors. The book argues that without unpacking the barriers in the administration of transitional justice, the different mechanisms that are implemented in a post-conflict situation may set a higher threshold for the participation of women. Moreover, by taking into account women's perceptions of justice, it further argues that scholars have paid insufficient attention to the welfare structures that are produced after a conflict, particularly the pensions of veterans. Going beyond the focus on sexual violence, a relationship between the violations and post-conflict economic justice may have longer-term consequences for women since it perpetuates their inequality and lack of recognition in times of peace. The use of transitional justice may thus exacerbate the invisibility of and discrimination against certain sections of the population. Inspired by the work of Hannah Arendt and based on extensive field research in Timor-Leste, the book has larger implications for the overarching debate on the social consequences of transitional justice.

The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. This book provides an interdisciplinary exploration of the cinematic representations of the experiences of African women and girls in situations of political conflict. The role of cinema is important in providing information about the situation of women and girls in situations of political conflict, and the main characters often also become signifiers of wider social, political and economic ideas, at both global and local levels. Drawing on fictional and biographical cinematic representations, this book considers films covering a range of different regions, experiences, historical periods and other contexts, to draw a nuanced picture of African women and girls who participate in or are affected by African political conflicts. The films are analysed using a decolonial feminist cultural approach, which combines cultural approaches, African feminisms and the contrapuntal method to ensure an inter-textual, intersectional and decolonial examination. The book engages with multiple themes and topics, including nationalism, nation-building, neocolonialism, memory, history, women’s and girls’ agency and activism. Through these themes and topics, the book explores how the films represent African women’s and girls’ agency in relation to their participation in social, economic and political activities. It is a commonplace that the United States lagged behind the countries of Western Europe in developing modern social policies. But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future.
