En janvier 2000, le SIRAN a lancé l'ambitieux Projet d'évaluation du renforcement des capacités, dont le but était d'améliorer, par la voie de l'évaluation, le travail réalisé dans ce domaine par les organismes de recherche et de développement. Dans le présent ouvrage, les auteurs expliquent comment on a utilisé pour ce projet une approche d'apprentissage par l'action réunissant des participants de divers pays et de différents types d'organisations. On leur a demandé de procéder à six évaluations sur une période de trois ans. Au cours de l'exercice, les participants ont beaucoup appris sur le renforcement des capacités et le processus d'évaluation. Les auteurs présentent dans ce livre des exemples tirés des études d'évaluation et des enseignements qui en ont été tirés et s'en servent pour parvenir à des conclusions plus générales sur les façons dont les initiatives de renforcement des capacités et les évaluations peuvent aider les organisations à remplir leur mandat. Les idées et les exemples présentés dans ce livre font beaucoup avancer le domaine de l'évaluation. Les participants ont fait leur le concept que toute évaluation des efforts de renforcement des capacités doit elle-même contribuer à ces efforts et, au bout du compte, à la performance de l'organisation. Trop souvent, les évaluations ne servent à rien d'autre qu'à produire de volumineux rapports que quasiment personne ne lit et qui arrivent trop tard pour influer sur les décisions.
