Does not have men and supplies enough to fight off the insurrection. Feels the French and common people will help oppose the conspirators. Fears insurrections such as this will continue to occur as long as the "high Americans" have no character and will not support the government. Hopes he will be able to stop the attack on New Orleans he feels will come in a few days.
