Le grand public est assez familier avec ce personnage qu’il voit prendre la parole dans les médias au sujet des affaires en cours ou requérir lors des procès, même s’il n’est pas toujours parfaitement conscient du rôle que celui-ci endosse. Le procureur de la République, en tant que chef de parquet des tribunaux de grande instance, est en effet à un poste clé : à la tête des procureurs de son tribunal (“le parquet”), fait la jonction avec le parquet général (près la cour d’appel) et dirige la police judiciaire qui conduit des investigations à sa demande. La suppression envisagée du juge d’instruction vient renforcer cette position centrale, dans la mesure où les procureurs auront dans ce cas la charge de la conduite de l’ensemble des investigations la totalité des affaires, y compris des dossiers criminels (jugés en cour d’Assises) pris en charge par les juges d’instruction jusqu’alors. Le statut du parquet vis-à-vis des pouvoirs exécutifs devient alors un enjeu central de fonctionnement de la justice pénale : qui nomme les procureurs ? qui décide de leur promotion ? dans quel système hiérarchique évoluent-ils ? auprès de qui prennent-ils leurs instructions ? en quoi leur statut relève de celui de l’indépendance du pouvoir judiciaire? quel est leur lien avec les magistrats du siège (les juges) ? » (Extrait de l'Introduction)

Offender supervision in Europe has developed rapidly in scale, distribution and intensity in recent years. However, the emergence of mass supervision in the community has largely escaped the attention of legal scholars and social scientists more concerned with the mass incarceration reflected in prison growth. As well as representing an important analytical lacuna for penology in general and comparative criminal justice in particular, the neglect of supervision means that research has not delivered the knowledge that is urgently required to engage with political, policy and practice communities grappling with delivering justice efficiently and effectively in fiscally straitened times, and with the challenges of communicating the meaning, legitimacy and utility of supervision to an insecure public.
