Dans un monde marqué par l'augmentation rapide de la population, par des facilités de communication plus grandes, des innovations technologiques régulières, et une intégration de plus en plus forte des marchés, toutes les conditions semblent réunies pour que la croissance économique engendre une amélioration des conditions de vie généralisée à l'ensemble des habitants de la planète. Pourtant, les faits et les analyses empiriques montrent que la croissance est faible, que la pauvreté ne se réduit que lentement, que l'exclusion sociale se répand même dans les sociétés les plus riches, que les inégalités ne cessent de s'accroître freinant la réduction de la pauvreté, et que l'insécurité et la vulnérabilité gagnent de nombreuses couches de la population. Face à une situation chaque jour plus complexe, on ne peut que s'interroger sur les réponses qu'il convient d'apporter au travers des politiques publiques. La réduction de la pauvreté et de l'exclusion, la régulation des inégalités, la maîtrise des risques demandent en effet des solutions innovantes, de plus en plus diversifiées, qui imposent une mobilisation sans précédent, au niveau local comme international, des décideurs, des chercheurs et de la société civile. Les stratégies actuelles de lutte contre la pauvreté ne suffisent pas, à elles seules, à assurer un développement qui soit viable en termes sociaux. Trop marquées par une recherche de l'équilibre à court terme, elles semblent oublier les dynamiques sociales qui relient la pauvreté sous ses différentes formes aux aspects d'inégalité et de vulnérabilité. En effet, en renforçant les situations inégalitaires, en modifiant les structures de capacités des ménages, elles peuvent même parfois s'avérer contre-productives et contribuer à l'émergence de déséquilibres sociaux graves qui remettent en cause le développement. Ces situations de non-durabilité sociale ne peuvent alors être surmontées que par l'élaboration de nouveaux mécanismes de solidarité, d'assurance, de redistribution et, plus généralement, de renforcement de la capacité des personnes à se prendre en charge. Cet ouvrage rejoint la dynamique qui fut à l'origine du Sommet de Johannesburg d'août 2002 et s'inscrit donc dans les recherches actuelles visant à définir les conditions d'un développement qui soit durable en termes sociaux.

The capability approach has developed significantly since Amartya Sen was awarded the Nobel Prize in Economics in 1998. It is now recognised as being highly beneficial in the analysis of poverty and inequality, but also in the redefinition of policies aimed at improving the well-being of individuals. The approach has been applied within numerous sectors, from health and education to sustainable development, but beyond the obvious interest that it represents for the classical economics tradition, it has also encountered certain limitations. While acknowledging the undeniable progress that the approach has made in renewing the thinking on the development and well-being of a population, this book takes a critical stance. It focuses particularly on the approach’s inadequacy vis-à-vis the continental phenomenological tradition and draws conclusions about the economic analysis of development. In a more specific sense, it highlights the fact that the approach is too bound by standard economic logic, which has prevented it from taking account of a key ‘person’ dimension — namely, the ability of an individual to assume responsibility. As a result, this book advocates the notion that if the approach is used carelessly in relation to development policies, it can cause a number of pernicious effects, some of which may lead to disastrous consequences. This is the first book dedicated exclusively to the question of the relationships between sustainability and the capability approach. It is rather astonishing that the issue of sustainability first posed by the Brundtland commission in 1987 has gained so little attention from capability scholars despite the approach’s focus on human well-being. This book starts with a seminal contribution by Sen on the "Ends and Means of Sustainability" delivered as a keynote in 2000. All contributions to the book focus on the difficulties that arise from a freedom-oriented view of sustainability: they argue for taking note of the impact of human life on nature, they question the meaning of intergenerational justice when measured in the currency of "substantive freedoms" (capabilities), they raise the issue of collective responsibility and suggest ways to model and operationalize the capability approach to sustainable development. The book presents the state of the art concerning "The capability approach and sustainability" while admitting that it is only a first contribution to a growing field that deserves our attention: Defining what is to be sustained and asking how it can be sustained. This book was published as a special issue of the Journal of Human Development and Capabilities.
