Research Paper (undergraduate) from the year 1991 in the subject Geography / Earth Science - Demographics, Urban Management, Planning, University of London (Bartlett School of Architecture and Planning), course: Development Planning Unit, language: English, abstract: For many people in most of the developing countries which are experiencing rapid urbanisation, the habitat conditions are totally unsatisfactory. It is now widely accepted that one of the major reasons for such a situation 1s the poor management of land. The focus of this paper will be on this issue of urban land in the production of housing in developing countries. In this context the role of land, as the most central human settlement issue, will be analysed by looking at different land tenure concepts and the potential solutions they contain for equitable land allocation strategies. The role of tenure can probably best be illustrated by the importance of political and social problems connected with urban landownership. To mention just a few: urban unrest is often based on landlord-tenant conflicts; urban planning is frequently obstructed by powerful landowners and/or politicians; and there is often rampant corruption in relation to urban land questions and urban planning. The public, as well as the private sector each have an important role to play in the provision of affordable serviced and well-located plots for housing the majority of low-income urban inhabitants. The position which will be taken here is that total state withdrawal from the issue of urban residential land markets is just as unproductive as full state control with outright land nationalisation and redistribution. Because of the difficulties in introducing the Western concept of private freehold, and the risks it involves concerning land speculation and gentrification of areas meant for low-income households, it is preferable to support systems of land tenure and property rights based on traditional communal land tenure systems. As urbanization progresses at a remarkable pace, policy makers and analysts come to understand and agree on key features that will make this process more efficient and inclusive, leading to gains in the welfare of citizens. Drawing on insights from economic geography and two centuries of experience in developed countries, the World Bank’s World Development Report 2009: Reshaping Economic Geography emphasizes key aspects that are fundamental to ensuring an efficient rural-urban transformation. Critical among these are land, as the most important resource, and well-functioning land markets. Regardless of the stage of urbanization, flexible and forward-looking institu- ons that help the efficient functioning of land markets are the bedrock of succe- ful urbanization strategies. A central theme is the people's resistance to global forces, frequently through an insistence on the uniqueness of their livelihoods. For instance, in the Amazon, the focus is on the social movements that have emerged in the context of struggles over land rights concerning the extraction of Brazil nuts and babacu kernels in an increasingly globalised market. In Vietnam, the process of 'de-collectivising' rights to land is examined with a view to understand how gender and other social differences are reworked in a market economy. The book addresses a gap in the literature on land tenure and gender in developing countries. It raises new questions about the process of globalisation, particularly about who the actors are (local people, the state, NGOs, multinational companies) and the shifting relations amongst them. Traditional theories of property rights change have posited an evolutionary progression of property rights towards private property in response to changes in the relative price ratio of land compared to the other factors of production. Using case studies from two areas of Ethiopia and one area of Eritrea the dissertation demonstrates the role of political factors such as interest group preference and state intervention in directing property rights development away from a linear path. The case studies trace the development of three separate systems of property rights throughout the twentieth century up to the Ethiopian revolution of 1974. Analysis of history and litigation in the three areas demonstrates that in none did property rights evolve spontaneously towards privatization. In one area of the study relative price changes did not lead to changes in the system of property rights as the theory predicts. In the other two areas, changes in property rights followed a change in the relative price of land, but these changes were brought about exogenously, by the intervention of the government or interest groups in guiding property rights in a particular direction. There are two theoretical conclusions to the study 1) property rights development does not always occur when we expect it to, other factors such as vested interests and government reluctance can intervene with their development and 2) even if property rights do change in response to relative price changes, they may not always move towards privatization or greater specification. In addition, one interesting empirical result of the research was that in communal systems of land tenure the transaction costs of land transfer are higher, leading to a drag on economic efficiency in the overall economy of the region. Generally, the incorporation of political factors into the model of changing property rights leads to a less parsimonious, but more accurate description of the progression of land rights in developing countries in particular.
