Excerpt from Land Drainage by Means of Pumps In constructing diversion ditches the experience of the Coal Creek District should be kept in mind and ample provision made for the deposition of silt before it reaches the diversion channel proper, otherwise the usefulness of the latter will be of very short duration. Even when silting basins are provided it Should be remembered that they will eventually become filled, and they should therefore be so located that other basins can later be constructed to receive the silt from the'same stream without incurring needless expense due to the improper location of the first basin. Local conditions will deter mine the plan to be followed, but the subject merits the most careful study. While in this country work of this nature is just starting, in England and Holland diversion ditches to prevent drainage water from flowing from higher lands onto lower areas, to the great damage of the latter, have been in systematic use for a long time. If the levees are properly constructed, as heretofore explained, the amount of seepage water passing under them is ordinarily so small as to be negligible, but if the soil or the subsoil of the district be very sandy, or if the levees have been carelessly constructed upon an improper foundation, the seepage may accumulate in sufficient quan tity to be troublesome. Ordinarily, if land near the levee is injured by seepage, the difficulty may be corrected by laying a line of tile parallel with the levee and 50 to 100 feet from the toe of the s10pe. Excerpt from Mine Drainage, Pumps, Etc Dear sir: In pursuance of your instructions, I have prepared this Bulletin of the State Mining Bureau, treating of the most important applications of water-raising machinery for the drainage of mines. It has been my aim to make this a short, popular exposition of methods, constructions, and principles involved in the machines used in the extremely varied conditions of mining on the Pacific Coast, and, in view of the modern improvements and facilities in the transmission of power, which may make advantageous the use of machines not now employed in mine drainage, these have also been given consideration. The amount of ground covered in the treatment of each subject has necessarily been limited. The principles governing the design and Oper ation of apparatus have, however, been given at some length, in order to render them clear. Only where absolutely necessary has use been made of mathematical expressions, and these most simple. The old Cornish and other non-rotative engines applied to the so called Cornish system, which are to-day practically obsolete, have received only the brief notice due from the standpoint of historical reference, and where necessary to explain motives for improvement of methods. Excerpt from d104-Book of Land Drainage The low yields of farm crops in this country are frequently used as a basis for speculation as to the future limit of food supply. The causes for these low yields are variously estimated. Bad management, over-cropping, loss of soil fertility, washing away of soils, "changing climatic conditions," and even "over-drainage" are among the more prominent of the causes named. "Bad management" is a very comprehensive term. "Loss of soil fertility" is a much used expression, but indifferently understood. Sometimes it is properly applied, but in many cases it probably does not apply except in so far as it may be synonymous with malnutrition of the crop. The improper functioning of common soils, because of the extended presence, at some time during each year, of excessive amounts of water, is seldom mentioned; and yet one needs but to travel through the land with an observant eye in the cropping season to discover areas (even in the so-called "garden spots") where half stands exist, fourth stands, and actually no stands for a half field or whole field, indicating failure in germination or very soon thereafter. He discovers sickly full stands, half stands and less; also drowned areas, and places where no crops have been planted -"skipped areas" - in fields that in other parts have a thrifty appearance of crops. Excerpt from Sewerage and Land-Drainage Attention will be called to the fact that drainage-works. Past and present, are, and have always been, the outgrowth of tradition, as modified from time to time by a better knowledge Of what it is necessary or desirable to accomplish. The earliest subterranean works, as far as they are still retained in use, were Obviously intended to prevent an interference with the convenient use Of' the surface by open water-courses. Later, as inconvenience was felt from the accumulation Of surface water falling on paved and other impervious surfaces, drains were extended to relieve the difficulty thence resulting. When the introduction of a public water-supply overtaxed existing facilities for the storage or removal Of household wastes. First the superabundant liquid and later the whole foul flow was delivered into the Old drains. Annoyance arising from the discharge Of organic wastes into the rough channels originally intended for surface-water, means were devised for improving the form and construction Of the conduit so as to reduce the amount Of deposit. Still more recently a com prehension Of the sanitary importance of a complete immediate removal of foul wastes led to the construction Of sewers especially for this purpose. In many cases storm-water, except that falling on back roofs and yards, was excluded. The latest step, and, as I think, a very important one, and which - in practice - originated with me. Secured the exclusion even Of this relatively small proportion of storm-water and the substitution of artificial means for keeping the sewers clean by frequent and regular flushing. All sanitarians are agreed that, so far as the removal of foul waste is concerned, whatever the system by which it is effected it should be immediate and complete, and that this principle Of imme diate and complete removal should relate not only to the public sewer, but equally to every element of the tributary system by which waste matters are conveyed from their place of production in the house to the sewer. This calls for the consideration Of the construction Of the appliances from which, or through which, waste refuse is carried from its point of production to the public sewer or to other means of disposal - that is, all that is included under the general head Of house-drainage. As I have discussed this subject somewhat fully in a recent work, * it will be considered here less in detail.
