Local governments today are under extreme pressure to undertake boundary reform. The global trend toward urbanization has brought with it economic, environmental, social, and regional demands that have severe implications for local governments and their territories. As a result, changing the areal jurisdiction of this most basic level of government has become a persistent and pressing challenge around the globe. This collection examines the legal and regulatory procedures involved in such municipal restructuring. Case studies from eight nations - the United States, Canada, Spain, Germany, Israel, Korea, China, and South Africa - investigate how and why local governments have been enlarged in scope and reduced in number within each country. The Saint Lawrence valley, connecting the Great Lakes to the Atlantic, was a crucible of community in the seventeenth century. While the details of how this region emerged as the heartland of French colonial society have been thoroughly outlined by historians, much remains unknown or misunderstood about how it also witnessed the formation of a string of distinct Indigenous communities, several of which persist to this day. Drawing on a range of ethnohistorical sources, Flesh Reborn reconstructs the early history of seventeenth-century mission settlements and of their Algonquin, Innu, Wendat, Iroquois, and Wabanaki founders. Far from straightforward byproducts of colonialist ambitions, these communities arose out of an entanglement of armed conflict, diplomacy, migration, subsistence patterns, religion, kinship, leadership, community-building, and identity formation. The violence and trauma of war, even as it tore populations apart and from their ancestral lands, brought together a great human diversity. By foregrounding Indigenous mission settlements of the Saint Lawrence valley, Flesh Reborn challenges conventional histories of New France and early Canada. It is a comprehensive examination of the foundation of these communities and reveals the fundamental ways they, in turn, shaped the course of war and peace in the region.

Improving the relationship between archaeology and local government represents one of the next great challenges facing archaeology –specifically archaeology done in urban settings. Not only does local government have access to powerful legal tools and policy mechanisms that can offer protection for privately owned archaeological sites, but because local government exists at the grassroots level, it is also often closer to people who have deep knowledge about the community itself, about its values, and about the local meaning of the sites most in need of protection. This partnership between archaeology and local government can also provide visibility and public programing for heritage sites. This book will explore the experiences, both positive and negative, of small and large cities globally. We have examined programs in the Commonwealth of Nations (formerly known as the British Commonwealth) and in the United States. These countries share similar perspectives on preservation and heritage, although the approaches these cities have taken to address municipal archaeology reveals considerable diversity. The case studies highlight how these innovative partnerships have developed, and explain how they function within local government. Engaging with the political sphere to advocate for and conduct archaeology requires creativity, flexibility, and the ability to develop collaborative partnerships. How these archaeological partnerships benefit the community is a vital part of the equation. Heritage and tourist benefits are discussed. Economic challenges during downturns in the economy are analyzed. The book also examines public outreach programs and the grassroots efforts to protect and preserve a community's archaeological heritage.

Regional resource disparities and the tensions they generate are a perennial Canadian topic. This edition of Canada: The State of the Federation presents essays on regions, resources, and the resiliency of the Canadian federal system. Contributors consider questions such as: to what extent do Canada’s natural resource industries benefit the Canadian economy? Do Canada’s federal institutions hinder or promote the ability of the economy to respond to global economic shifts? Do current intergovernmental structures allow for constructive dialogue about national policy issues? In responding to these and related questions, many of the authors touch on energy issues.
