La libre circulación de profesionales liberales en la Unión Europea ha sido materia estudiada por un número considerable de autores, y la jurisprudencia comunitaria ha tenido numerosas oportunidades para especificar algunos puntos de la legislación comunitaria pendientes de una interpretación uniforme que hiciera posible su aplicación, de forma no discriminatoria ni restrictiva, en todo el territorio de la Unión Europea. Al tratarse de libertades fundamentales las excepciones y limitaciones debían ser mínimas. Sin embargo, las libertades a las que se acoge el profesional liberal para ejercer sus actividades, la libertad de establecimiento, la libre prestación de servicios y la libre circulación de trabajadores, no están siendo tan dinámicas como se esperaba, especialmente en algunos sectores. Identificar los obstáculos y proponer una respuesta jurídica es el principal objeto de este estudio.
