Our planetary limits demand a radical transition from the energy-intensive economic model based on the extraction of finite resources, which has been dominant since the first industrial revolution, to a model that is both sustainable and equitable. Unfortunately however, energy transformation in Europe has, after a promising start, fallen hostage to austerity and to the main philosophy underpinning the crisis management policies in which overall competitiveness is reduced to the much narrower concept of cost-competitiveness. Regulatory uncertainty, design failures built into incentive systems, and unjust distribution of the costs, have also contributed to the reversal of progress in energy transformation currently observable across Europe. In this book three country case studies highlight the different facets of these conflicts, while additional light is thrown on the situation by an account of the lack of progress in achieving energy efficiency. By way of conclusion, a mapping of the main conflicts and obstacles to progress will be of help in formulating policy recommendations. Ambitious climate and energy policy targets should be regarded not as a burden on the economy but rather as investment targets able to pave the way to higher employment and sustainable growth. It is high time for this perception to be recognised and implemented in the context of Europe’s new Investment Plan, thereby enabling clean energy investment to come to form its central pillar. A shift in this direction will require an overhaul of the regulatory and incentive systems to ensure that the need for just burden-sharing is adequately taken into account.

In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. Part Four summarizes, compares the best practice cases, presents a cost-benefit analysis of “prosumage” and against this background evaluates the impact on future policy.
