Japan’s nationalist right have used the internet to organize offline activism in increasingly visible ways. Hall investigates the role of internet-mediated activism in Japan’s ongoing historical and territorial disputes. This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. Political Corruption and Scandals in Japan makes sense of the scandals that have plagued Japanese politics for more than half a century and attempts to show how reforms have evolved to counter the problems. What causes political corruption to become more or less serious over time? they ask. The authors examine major political corruption scandals beginning with the early postwar period until the present day as one way to make sense of how the nature of corruption changes over time. They also consider bureaucratic corruption and scandals, violations of electoral law, sex scandals, and campaign finance regulations and scandals. In the end, Carlson and Reed write, though Japanese politics still experiences periodic scandals, the political reforms of 1994 have significantly reduced the levels of political corruption. The basic message is that reform can reduce corruption. The causes and consequences of political corruption in Japan, they suggest, are much like those in other consolidated democracies.

This book provides a comprehensive analysis of Japan’s Asian diplomacy under Prime Minister Shinzō Abe. Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Maritime security and space security are two of major security-related affairs, in which the states in East Asia and the Asia-Pacific have to engage, including the development of the TPP (TPP-11) and RCEP, as well as infrastructure development and development cooperation, which are crucial in relation to China’s initiatives in the BRI and AIIB. Lastly, the book provides valuable references to regionalism in East Asia and the Asia-Pacific by analyzing regional integration/cooperation through free trade agreements and the development of regional connectivity. This includes the evolution of cooperation and conflict within key regional frameworks such as the East Asia Summit and APEC, as well as key regional visions such as the Free and Open Indo-Pacific.
