In the era of globalization, trade policy has become a key development tool and expanding exports a major policy objective for developing countries. However, pressures for protectionism are threatening to reverse the gains. The surge of anti-dumping practices in the 1990s in many countries have triggered an intense debate on the anti-dumping agreement and its implementation. This volume analyses the importance of anti-dumping from a developing country's perspective. The author investigates the use of anti-dumping in a comparative framework and reviews the genesis and evolution of the Agreement and its legal provisions. She further discusses the economic and non-economic justifications of anti-dumping use and empirically analyses the macro-economic factors motivating countries to use anti-dumping. Finally she examines the wide-ranging proposals to reform the WTO anti-dumping code. The analysis brings out a bias against developing countries and stresses the need for fundamental reform of current anti-dumping rules. The author also reflects on plausible approaches to refine existing provisions and explores the possibility of reform by including a Public Interest Test. In 1963, John F. Kennedy said that "a rising tide lifts all the boats. And a partnership, by definition, serves both parties, without domination or unfair advantage." US international economic policy since World War II has been based on the premise that foreign economic growth is in America's economic, as well as political and security, self-interest. The bursting of the speculative dot.com bubble, slowing US growth, and the global financial crisis and its aftermath, however, have led to radical changes in Americans' perceptions of the benefits of global trade. Many Americans believe that trade with emerging-market economies is the most important reason for US job loss, especially in manufacturing, and is detrimental to American welfare and an important source of wage inequality. Several prominent economists have reinforced these public concerns. In this study, Lawrence Edwards and Robert Z. Lawrence confront these fears through an extensive survey of the empirical literature and in depth analyses of the evidence. Their conclusions contradict several popular theories about the negative impact of US trade with developing countries. They find considerable evidence that while adjusting to foreign economic growth does present America with challenges, growth in emerging-market economies is in America's economic interest. It is hard, of course, for Americans to become used to a world in which the preponderance of economic activity is located in Asia. But one of America's great strengths is its adaptability. Despite the controversial nature of globalization, there is no doubt that the pace and intensity of global interactions has been multiplied exponentially over the last few decades. Criticism of globalization is generally arranged into three camps: political, economic and cultural. Political critics point to the status of the small state and conclude either that it is in retreat, or that the state has reconstituted itself to confront the challenges posed by globalization, thereby transforming itself into a "competition state." Economic critics hold that globalization is nothing new, that international transactions are in the logic of capitalism and that the trade along the silk route goes back centuries. Cultural critics protest that globalization is taking us headlong into the "homogenization of the world." Others warn of new fault lines that would lead to "a clash of civilizations" and international conflicts along those lines. Others lament that cultural globalization will end with the Americanization of the world. This collection of essays, like the debates themselves, is divided into three parts. The first section focuses on the political aspects of globalization. In one essay, "Globalization and the Caribbean," the essayist argues that internationalization leaves no room for small countries in the Caribbean. The essays in the second section are devoted to an economic inquiry into the process and impact of globalization.
