Technology transfer has expanded rapidly over the past 20 years in Western Europe, North America and the Pacific Rim. It has been estimated that some 50% of new products and processes will originate outside the primary developer; academic and other research institutions are obvious sources of much of this new technology. In the NATO Co-operating countries, however, technology transfer is in its infancy; it is crucial for wealth creation and improvement in the quality of life that this mechanism is developed. The papers selected for inclusion in this book discuss issues related to the development of technology transfer in NATO Co-operating countries. All over the world, open innovation is emerging and requires much more interactions between different actors with different organizational cultures: large firms and SMEs (i.e. industry), universities and research institutions (i.e. academia), as well as national and regional authorities for building the legal or incentive framework of innovation (i.e government). Certainly, flows of knowledge between these three spheres, which are also known as the triple helix, have always existed; but what appears to be new in an open innovation environment is the overlapping of their missions. In many areas such multi-actor interactions with overlapping roles did not emerge spontaneously, as was the case with the United States. Based on robust cases studied by researchers and practical experiences of personnel involved in innovation at public or private institutions, this book successively discusses the policy framework in Europe and Japan, the new role for universities due to intellectual property reform or technology transfer promotion, the new challenges for firms in terms of licensing, patents, corporate venturing, including entrepreneurship, incubation, venture capital or cross-industry knowledge sharing. All issues addressed in this book are clearly those toward regional innovation policies and practices that are open in nature. It contains descriptions and analysis of the various approaches taken by industrial, governmental, and academic players in various regions of Japan (Tohoku, Tokyo) and Europe (France, Belgium). The mix of theoretical and empirical material collected in this book was first presented at an international symposium in Tokyo. The dynamics of regional innovation is an on-going issue, and we are still standing at the threshold of this field of research. It is exactly why such a book is needed now.

The importance of technology transfer to innovation and wealth creation is now recog nised by most governments. As the policy debate has intensified, however, it has become clear that the problem of encouraging successful transfer is complex, and requires an interdisciplinary approach. The collection of papers in this volume is deliberately diverse. It offers perspectives from economics, sociology, science, engineering and public administration, and also from outside academic life, from those involved at the 'sharp end' of technology licensing and administering government research programmes. Contributions are also drawn from a rangeofnational backgrounds-the authors are drawn from ten countries, from through out Europe and North America. The main focus for the papers was a NATOAdvanced Study Workshop, which took place at the National Institute ofEconomic and Social Research, London, in September 1995. Unfortunately time and space has prevented all of the contributions appearing here, but all those who attended played an important role in making the event such a success. Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. Universities and research institutes are increasingly expected to contribute to society by creating innovation from the returns of their research results and the establishment of new technologies. Toward that goal, Keio University in Japan held an international symposium titled “Fulfilling the Promise of Technology Transfer: Fostering Innovation for the Benefit of Society.” From that symposium the following contents are included in the present volume: 1) A showcase of ideas and case studies to promote future creation of innovation by universities and research institutes worldwide, including information on the R&D value chain, licensing, income generation, start-ups and mechanisms to encourage entrepreneurship, and the changing role of universities in fostering innovation. 2) Introduction of active research projects that aim to productize successful research results on an international level. For example, the book includes results of research on stem cell technologies and regenerative medicine as well as the realization and application of polymer photonics and the development of the core technology of polymer photonics. 3) Case studies from the U.K. in developing industry–academia collaboration with various business partners ranging from start-ups and spinout companies to large enterprises. 4) Reports of the achievements of the technological transfer activities at Keio University supported by the 5-year public fund, with suggestions for future prospects.
