This is the second of a two-part research effort to determine how to improve the effectiveness of CDOT safety efforts. This effort focuses on the safety culture within CDOT and the effectiveness of the CDOT safety programs on improving safety culture. The study used a survey approach based on interviews with senior safety officials to determine the scope of the survey questions. Based on the survey results, it is recommended that CDOT continue to engage in culture enhancement activities. Of particular importance is the continued discussion of the Excellence in Safety program and the undertaking of a follow-up effort to understand why specific regions have a higher level of implementation and change than others. Additionally, the effort needs to focus on understanding the differences in perception between supervisory and field crew personnel.

Transportation impacts to historic streetcar lines in Denver and other communities in Colorado are often unforeseen given that many tracks lay underneath paved streets and are not well documented. This results in frequent unanticipated discoveries during construction of publicly assisted transportation improvement projects in Colorado. A historic context was developed to provide a consistent methodology for the evaluation of historic streetcar lines. A corresponding GIS component was developed to provide reliable and consistent mapping of the former streetcar line in Colorado along with pertinent information relative to each streetcar line, including ownership, technical information, dates of operation, and current condition, if known.

The purpose of this project was to research long-range (parametric) cost estimation at the Colorado Department of Transportation (CDOT), utilizing AASHTO's Trns.port Cost Estimation and Decision Support software. Info Tech, Inc., analysis reviewed CDOT's current long-range estimation practices and identified revisions which would be needed to satisfactorily meet CDOT's future cost estimating requirements, i.e., in order to develop consistent and reliable cost estimates when little is known about a project. Both item and contract classifications utilized by CDOT in BAMS/DSS were revised to reflect more logical functional groupings. The new contract work type and item classification were used directly to develop an Interim Solution for Long-Range Cost Estimation that uses historical bid-based default prices. Info Tech analysts also researched Internet sources to identify the availability of major item cost data at the regional and national level, including data for multimodal project types.
