On the night of September 21, 1989, Hurricane Hugo slammed into the South Carolina coast at Sullivan’s Island—north of Charleston—with winds exceeding 160 miles per hour. The colossal force of the hurricane was punctuated by storm surges ranging from five to ten feet above sea level. At approximately one minute after midnight, Hugo’s eye passed over the island, and the charming community oceanside community disappeared beneath the tumultuous sea for nearly an hour. After Hugo left Sullivan’s Island in its furious wake, the first news broadcasts from the Charleston area reported that the island and neighboring Isle of Palms were completely destroyed. The Ben Sawyer Bridge—the only connection to the island at the time—was knocked off its pedestal and rendered useless, and so the hundreds of families who had evacuated the area could not return to their homes to see what, if anything, remained. The recovery process started slowly, and for many it would be a long, arduous journey. Island in the Storm, by local historians Jamie and Dorothy Moore, documents in vivid detail the devastation, loss and eventual rebuilding of this beloved island community. More than fifteen years later, Sullivan’s Island’s homes and businesses have been restored, but the memory of Hugo’s fury will not soon be forgotten.

Resilient supply chains are crucial to maintaining the consistent delivery of goods and services to the American people. The modern economy has made supply chains more interconnected than ever, while also expanding both their range and fragility. In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. "Wind storms impact human lives, their built as well as natural habitat. During the last century, society's vulnerability to wind storms has been reduced by enhanced knowledge of their impact and by controlling exposure through better design. However, only two of the wind systems have so far been considered in the design of buildings and structures, i.e., synoptic winds resulting from macroscale weather systems spanning thousands of kilometers, e.g., extratropical storms, and mesoscale tropical storms spanning hundreds of kilometers and traveling fast, e.g., hurricanes/typhoons/cyclones. During the last two decades, enough evidence has surfaced to support that a third type of very localized wind storms, the non-synoptic winds, are the most damaging in some regions of the world. Thus far there are no design provisions established for the codification of these wind storms. Their characterization in terms of climatology, wind field and intensity, frequency and occurrence, as well as their impact on the built environment, is slowly developing. This handbook presents the state-of-the-art of knowledge related to all these features including their risk, insurance issues, and economics. The research in this area is on the one hand more arduous given the reduced scale, the three-dimensionality, and nonstationary aspects of these non-synoptic winds while, at the same time, its understanding and modeling are being aided by the emergence of novel modeling and simulation techniques which are addressed in this handbook. The coastal zone of South Carolina is one of the most endangered, culturally complex regions in the state and perhaps in all of the American South. A Delicate Balance examines how a multilayered culture of environmental conservation and sustainable development has emerged in the lowcountry of South Carolina. Angela C. Halfacre, a political scientist, describes how sprawl shock, natural disaster, climate change, and other factors spawned and sustain—but also threaten and hinder—the culture of conservation. Since Hurricane Hugo in 1989, the coastal region of South Carolina has experienced unprecedented increases in residential and commercial development.
