Excerpt from Housing Standards in Brooklyn: An Intensive Study of the Housing Records of 3227 Workingmen's Families The method of procedure in this study differs from that of most housing surveys in that it approaches the problem from the point of view of the family rather than from that of the building. The average housing survey is replete with such information as the size and character of the building, the location of sanitary conveniences, but sadly lacking in definite information as to the families themselves, with respect to such items as the rental paid, the number of persons in family and their state of health. It is just this sort of material so vital to the whole problem that this survey seeks to supply. Besides, the method employed here limits the study to that group of working people who, for social and economic reasons, are not able to secure for themselves the kind of homes essential to their moral and physical welfare and to whom all attempts at housing reform are particularly addressed. This method was in part deliberately chosen and was in part imposed by the nature of the study itself. The material was turned in by four social agencies which are dealing directly with Brooklyn families. The work had to be assumed in addition to the regular duties of the visitors or nurses, so that much of the information relating to the house and its surroundings which would have been of great value to the study had to be omitted. Inasmuch as the families reported were either applicants for relief or were receiving nursing and medical care either gratis or at a nominal rate, they may be said to form a fairly homogeneous group economically. There are, however, shadings in their economic status, and I hope to show later how this is revealed in their housing standards. The study includes 3,227 families of 17,737 persons. According to the estimate of the Health Department the population of the Borough of Brooklyn was 1,982,432 on July 1, 1916, about the time that this survey was begun. While these 17,737 persons are less than 1% of the entire population of the Borough, it is fair to assume that they are representative of the entire economic class from which they are drawn. Indeed, many studies of similar nature, the conclusions from which have been universally accepted by social students and workers, are based on studies of much smaller groups.
