But the access mobile phones provide is costly, insecure and limited, producing an experience of being precariously connected. Drawing on findings of research conducted with over one hundred young people, families and adults experiencing homelessness in Australia and the United States, this book analyses homelessness as a mediated condition and explores the underpinning processes that shape digital disparities. It contributes to scholarship on mobile communication and inequality, highlighting the digital patterns, issues and difficulties of a group disproportionately affected by service reform and developments in digital citizenship, smart cities and algorithmic governance.

This research study examines the use of mobile phones and the Internet among people experiencing homelessness in Australia, to better inform policies for consumers facing hardship. Interviews were conducted with 95 families, young people and adults in metropolitan Melbourne and Sydney, regarding mobile phone ownership, phone acquisition and sharing, important use, internet use and important reasons for usage, access and connectivity, affordability and costs, and user strategies for saving costs and staying connected. The study found a high level of mobile phone connectivity, and that for homeless people - as well as those at imminent risk of homelessness - mobile phones are essential and a matter of survival. The report concludes with recommendations for mobile service providers and government agencies and support services.

In this guide, readers will learn about the benefits and challenges associated with mobile phone data collection in persons experiencing homelessness (PEH). We discuss different options for data collection that mobile phones provide and unique aspects of mobile phone research with PEH. Special considerations for sampling and recruitment are discussed, for example, the challenges of representative samples in a population that generally lacks a fixed mailing address and the benefits of working with partner organizations trusted by PEH. In-person recruitment and training on the use of the mobile phone and/or the app are time-intensive, but they make essential contributions to building trust with the participant population; this is likely to reduce the amount of missing data and improve data quality in general. We discuss the role of incentives and consider different modalities for this, from completely automated to the use of gift or credit card. In the section on survey design, we recommend more frequent, but briefer, surveys. Readers are encouraged to publish methodological papers reporting on their own experiences with mobile data collection with PEH.
