The papers consist of a letter dated 26 March 1794 from Secretary of War Henry Knox to an unknown recipient regarding a letter for the governor of Connecticut that must be delivered. Knox believed the governor might be in Norwich. If that was the case, Knox directed that the letter was to be given to a senior officer of the New London militia, so that the letter could be acted upon immediately if needed. A transcript of the letter is included.

Later copy. Responds to Adams' (see GLC02437.00416) and discusses the urgent need to obtain copper from mines in New Jersey in order to cast canons. Joins Adams in lamenting the lack of officers from Massachusetts in the Continental Army, but also considers there to be a dearth of qualified candidates. Discusses recruiting and training good officers' rely not only on gentlemen but also on local talent. Suggests Colonel John Glover for possible promotion. Discusses raising an army and re-enlistment at length. Warns Adams that a bounty of [Dollar sign]25-[Dollar sign]36 or 100-150 acres of land is necessary to recruit and hold soldiers at next enlistment. Focuses on the associated expenses and recommends pay increases. Discusses the impending British attack on New York, anticipating it will come through Long Island and predicting victory for the Americans. Believes a direct attack on Manhattan would be ruinous to the British forces.

Account book is written in two hands, one unknown, and the other Samuel Shaw. Relates to officers serving under Knox in the artillery in 1776. Each entry is accompanied by Shaw's notes as to whether the account was settled, adjusted, etc. Many of Shaw's notes indicate, settled or adjusted in account current with Chs. Knowles. Entries relate to officers such as Thomas Foster, Edward Burbeck, Eliphelet Newell, William Perkins, Jotham Drury, Henry Burbeck, Ebenezer Stevens, Stephen Badlam, David Mason, John Crane, William Dana, etc. It is reported on the cover that all expenses in the account book are in New England money. It appears that several thousand pounds was spent by the regiment. Specific charges are not usually listed; the exception is that various entries are included for the purchase of cloth and clothing.
