Res. 112; August 5, 1921 Mr. Oberlin, after passing several months at the department Of public works without being able to accomplish anything, was recalled early in 1917 and re placed immediately by Mr. E. R. Gayler, United States Navy. Nothing had changed. That is to say, the agents Of the occupation had continued to operate the public works without any participation by the department Of public works.
