In this report the Health Committee welcomes improvements in the performance of the Nursing and Midwifery Council (NMC) over the last year, but expresses continuing concern that the progress made so far remains fragile. The Committee emphasises that it is important to ensure that the new challenges facing the NMC do not become a distraction from the continuing requirement to improve its performance of its core functions. The report is the first example of a Health Committee review of a professional regulator which builds on the work of the Professional Standards Authority (PSA). The length of time the NMC takes to conclude its fitness to practise cases has been an enduring concern for the Committee. From 2015, the NMC proposes to toughen the target period for resolving fitness to practise cases to 15 months (eventually to 12 months). The NMC has announced plans to introduce a system of revalidation by the end of 2015 which is welcomed. The Francis Report into the failings at Mid Staffs examined the role of regulators, including the NMC, in detail. The report stresses the importance of ensuring firstly that registrants understand their professional obligation to raise concerns when they see evidence of poor patient care, and secondly that patients and public are made more aware of the role of the NMC as the regulator of professional and clinical standards. The NMC should take urgent steps to raise the profile of the NMC both among its registrants and among patients and public.

Many of the trials taking place today are unregistered and unpublished, meaning that the information that they generate remains invisible to both the scientific community and the public. This undermines public trust, slowing the pace of medical advancement and potentially putting patients at risk. All trials conducted on NHS treatments-and all other trials receiving public funding-should be prospectively registered and their results published in a scientific journal. While the focus should be on implementing this change for future trials, the Government must also do what it can to ensure that historic trials are registered and published, particularly where they have been publically funded. The Government should also take steps to facilitate greater sharing of the raw data generated during a trial in a responsible and controlled way, with the knowledge and consent of patients. The report also draws attention to the recent fall in the number of trials taking place in the UK. It finds that the need for multiple governance approvals from participating NHS organisations remained the biggest barrier to setting up a UK trial, but that lack of public awareness was also a key issue. Recruiting participants can also be a challenge. The report calls on the Government to take its recommendations into account in ongoing discussions regarding the revision of European clinical trials legislation and in its response to the European Medicines Agency's consultation on the release of clinical trial data, which closes at the end of this month

At present the Prime Minister can only veto a candidate selected on merit. But new proposals put forward by the Civil Service Commission would give the Prime Minister the power to choose between two candidates considered equally well qualified for the role. This report follows a long-running debate between the Civil Service Commission and the Government on the appointment of lead permanent secretaries - the most senior civil servant in a department. In January 2014 the Civil Service Commission put out to consultation two proposals on expanding ministerial influence on the recruitment process. PASC has concluded that the first option - to formalise the recruitment panel's powers to seek, and take into account, the view of the relevant minister during the appointment process - should be adopted. The Committee has warned that the adoption of the Commission's second option - allowing the Prime Minster or Secretary of State to effectively appoint a permanent secretary by choosing between two candidates 'of equivalent merit' risks the appearance that the choice will be made on grounds other than merit alone

Motoring is being transformed by new materials, new fuels and information technology. However, the Government must act if people and businesses in the UK are to obtain the full benefit of this ongoing automotive revolution. The Committee found that the Department for Transport (DfT) is yet to set out a comprehensive strategy to link the introduction of new automotive technology to the achievement of its policy goals. It should develop a comprehensive vision to shape motoring of the future in partnership with other Government Departments and agencies. This strategy needs to set out a co-ordinated set of actions to: (i) reduce or eliminate fatalities and serious injuries on the roads; (ii) cut emissions from road transport; (iii) increase road capacity; (iv) facilitate social inclusion and accessibility of road transport; and (v) support economic growth.
