"In September 2004, the Canadian Council of Forest Ministers established a federal, provincial, and territorial task group of assistant deputy ministers (ADMs) and commissioned the development of the Canadian Wildland Fire Strategy (CWFS). The ADMs created an intergovernmental team of analysts, experienced fire managers, and researchers, known as the CWFS Core Team, to consult with Canadian and international experts, collate information, conduct analyses, and present the findings. Climate change has begun to affect the frequency, intensity, and duration of weather related disaster events. This trend may foster a greater probability of encountering 2 or more disaster events simultaneously, increasing the potential to deplete emergency resources. Using Canadian forest fire management as a focal point, this research has determined the extent to which forest fire resource sharing (resources being equipment, fire fighter teams, planes, etc.) has been able to mitigate the impacts of simultaneous forest fire events induced by climate change. Provincial and territorial forest fire management agencies are responsible for forest fire suppression within their jurisdictions, but when fires exceed their suppression capabilities they may request resources from other agencies using resource sharing agreements including: Compact agreements with American States, other international agreements and agreements initiated through the Canadian Interagency Forest Fire Center (CIFFC). If the potential for simultaneous forest fires is neglected, excess fire activity may overwhelm the resource sharing structure. A historical analysis, 2 case studies, and a survey were employed to uncover information regarding simultaneous forest fires. Moreover, an examination of other resource sharing disciplines was used to uncover new ways of approaching resource sharing issues. The results of this study show that simultaneous fire events have overwhelmed the resource sharing system (during at least two years 1998 and 2003) and that modifications are needed to prepare for the potential increase in forest fire frequency.

Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.
