And what role did Soviet leader Mikhail Gorbachev's economic reforms play in the country's dissolution? Some of the most crucial changes inspired by Gorbachev and perestroika concern Soviet and East European policies toward Third World countries. Despite countless studies of Soviet-U.S. relations and U.S. relations with the Third World, the area of Soviet relations with the Third World has been left relatively undeveloped. This is the first of several volumes intended to add to our knowledge of what the series editor Jiri Valenta characterizes as East/South relations. In this new era of cooperation and diplomacy, the superpowers are working to resolve regional conflicts in and around Afghanistan, Nicaragua, Angola, and Cambodia. Such efforts are exceedingly complex, since they necessarily involve not only the Soviet Union, but Third World nations that may operate independently, such as Cuba and Vietnam. This volume addresses a number of such conflicts. In addition to those already mentioned, conflicts in Ethiopia, Namibia, and the Philippines are discussed, and their implications for Western policy makers are reviewed. As the contributors emphasize, despite current Soviet emphasis on peaceful solutions to regional conflicts, Gorbachev's "New Thinking" in foreign affairs is still decidedly selective. In some cases, the Soviet Union will actually encourage close ties with regional Third World powers, as it has with India. It is also too much to expect that the Soviet Union, much less Cuba and Vietnam, will completely cut ties to revolutionary allies worldwide. That said, the 1990s will undoubtedly be characterized by new Soviet foreign policy styles. Their shape and form is the subject of this book. This volume brings together the recent essays of Richard Ned Lebow, one of the leading scholars of international relations and US foreign policy. Lebow's work has centred on the instrumental value of ethics in foreign policy decision making and the disastrous consequences which follow when ethical standards are flouted. Unlike most realists who have considered ethical considerations irrelevant in states' calculations of their national interest, Lebow has argued that self interest, and hence, national interest can only be formulated intelligently within a language of justice and morality. The essays here build on this pervasive theme in Lebow's work by presenting his substantive and compelling critique of strategies of deterrence and compellence, illustrating empirically and normatively how these strategies often produce results counter to those that are intended. Mikhail Gorbachev's relations with the West have captured the imagination of contemporaries and historians alike, but his vision of Soviet leadership in Asia has received far less attention. The failure of Gorbachev's Asian initiatives has had dramatic consequences, by the late 1980s, the Soviet Union was in full retreat from Asia, and since the Soviet collapse, Russia has been left on the sidelines of the "Pacific century." In this exceptionally wide-ranging and deeply researched book, Sergey Radchenko offers an illuminating account of the end of the Cold War in the East, tracing the death of Soviet ambitions in Asia. Radchenko shows that Gorbachev began with big gestures, of which the most important was his initiative in Vladivostok in July 1986, the opening salvo of the Soviet charm offensive in Asia Pacific. The problem, Radchenko points out, was that no one in Asia bought into Gorbachev's vision. If the Soviets had realized earlier that they needed Asia more than Asia needed them, they might have played a much more important role there. Instead, China was largely misunderstood, early gains in India were squandered, Japan was ignored or condescended to, and the Korean scenario played out in ways most unfavorable to Russia.
