This study considers the elements of a legal framework designed to promote a sustainable commercial aquaculture. These relate to: a secure right to property and clean water; avoidance of unnecessary costs; and a licence system, including a system for environmental impact assessments and enforcement of codes of practice. Environmental supervision should extend to: controls over the use of exotic species and products from modern biotechnology. These include genetically modified organisms, disease control and health management, and to any water quality concerns created by the proposed project. The study analyses the aquaculture industries of Madagascar, Malawi, Mozambique, Nigeria and Zambia against these criteria. Improvements in legislation applicable to the individual countries, but which require consideration by all sub-Saharan countries are then suggested.

The conservation, sustainable use and development of aquatic genetic resources (AqGR) is critical to the future supply of fish. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. ÿFish?including finfish and shellfish?are an important item in the human food basket, contributing 17 percent of the global animal-based protein supply in 2010. They are an especially valuable food source in developing countries, where more than 75 percent of the world?s fish consumption occurs. In addition to protein, fish contain micronutrients and longchain omega-3 fatty acids that are essential for maternal and child health, but often deficient in the diets of the poor. However, the global supply of wild-caught fish has long peaked and is unlikely to rise again unless overexploited stocks are rehabilitated. As world fish consumption continues to grow, aquaculture (fish farming) has emerged to meet demand. Already, just under half of all fish that people consume come from aquaculture, which is one of the world?s fastest-growing animal food producing sectors. With the supply of wild-caught fish stagnant, any future increase in world fish consumption will need to be supplied by aquaculture. This working paper explores the potential role of aquaculture in meeting global fish demand in 2050, finding that aquaculture production will need to more than double by midcentury. The authors examine scenarios of aquaculture?s growth and environmental impacts in 2050 and close with a series of recommendations for how to sustainably grow aquaculture production.
